Portland, OR - According to new data from the USDA, over 33,000 Oregonians have stopped receiving Supplemental Nutrition Assistance Program (SNAP) benefits since the enactment of Trump's Big Ugly Bill. From July 2025 - December 2025, SNAP participation dropped 4.37% across the state.
The Oregon Department of Human Services has provided updated guidance on how Oregonians can regain SNAP benefits as federal rules begin impacting the state. About 6,000 of the 20,000 people notified in March that they could lose benefits were able to connect with ODHS and either re-qualify or obtain extensions. In April, an additional 6,948 recipients are at risk of having their benefits close.
Trump's bill introduced a series of provisions that makes it more difficult for people to access necessary food assistance, including:
The biggest decline in SNAP participation came while the program faced an unprecedented disruption during the government shutdown late last year. During that period, over 14,000 Oregonians stopped receiving benefits at a time when the Trump Administration illegally refused to deliver them.
In response, Oregon Democrats stepped up to deliver support to Oregonians across the state - declaring a 60-day food security emergency, directing $5 million to Oregon's statewide food bank network, and calling on all Oregonians to support their neighbors in need.
"Donald Trump's policies continue to impact Oregonians everyday as they bear the burden for higher costs," said Federico Araujo, DPO Communications Advisor. "Oregonians are paying more for basic essentials like gas and groceries because of Trump. Meanwhile, Governor Kotek and Oregon Democrats are taking action to lower costs and ease that burden - but Republican candidates for governor have remained silent. That's unacceptable."
