At Wednesday's meeting, the Government approved a resolution prepared by the Ministry of Finance, which would allocate EUR 10 million to pay Lithuania's voluntary contribution to the European Union's Ukraine Facility. The contribution covers Team Europe initiatives such as the International Coalition of Civilian Hiding Places, the modernisation of the Ukrainian education system, the Better Care Reform and other initiatives.
The Government also approved a resolution allocating EUR 23.3 million to the Ministry of Education, Science and Sport to cover expenses related to the education of pupils who have left Ukraine in our country.
"Lithuania is a key partner for Ukraine in terms of institution building, education, rehabilitation and economic resilience. Lithuania has committed itself in Ukraine to ensuring a safe learning environment, strengthening the quality of education and caring for the future of Ukrainian children", Minister of Finance Kristupas Vaitiekūnas states.
According to K. Vaitiekūnas, it is estimated that as many as a third of Ukrainian children do not have access to school due to the war. Thanks to Lithuania's support, priority initiatives continue to be implemented, such as the reconstruction of educational institutions damaged by the war, the construction of underground schools and others. Lithuania also participates in the Coalition of Civilian Hiding Places, implements the Adaptive Schools Project "School of the Future for Ukraine", implements energy-efficient solutions, including solar energy systems, and implements theprogramme "Catch up & STEM" to reduce learning gaps.
In this way, Lithuania consistently continues its commitments to support Ukraine's recovery and implementation of reforms, together with other EU Member States, additionally contributes to the Ukraine Facility, seeks to strengthen the unity of the EU and the effectiveness of its support to Ukraine. These initiatives are fully in line with the priorities set out in the Guidelines for Lithuania's involvement in Ukraine's recovery and reconstruction for 2024-2027.
Of the total funding allocated to the education of Ukrainians fleeing the war to Lithuania, EUR 21.5 million is planned to cover the costs of the education of Ukrainian pupils under pre-school, pre-primary and general education programmes in municipal and non-state schools.
A further EUR 1.76 million is earmarked for the payment of the part of tuition fees and scholarships of persons admitted to the first cycle and integral study programmes of Lithuanian higher education institutions in 2022 and 2023.
The Government meeting also approved the proposal of the Ministry of Finance, which allocates EUR 580,000 to the Ministry of Social Security and Labour to cover the costs of providing institutional social care to the Ukrainian citizens concerned in our country. Of these funds, EUR 231,000 is allocated for the payment of one-off payments to settle in a place of residence in the territory of a municipality and for the payment of compensation for the upbringing of a child under a pre-school or pre-primary education programme in accordance with the Law on the Legal Status of Aliens.
Additional information: since the start of Russia's full-scale war against Ukraine, the total value of the support provided by the Lithuanian authorities to Ukraine has exceeded EUR 1.67 billion. Lithuania resolutely continues to provide military, financial and humanitarian support to Ukraine, which is defending itself against the Russian aggression, and, without waiting for the end of the war, strengthens the hope and belief of Ukrainians in a safe future.
