On Saturday, June 20, 2026, at approximately 4:00 p.m., members of PPB's Focused Intervention Team (FIT), Enhanced Community Safety Team (ECST), Major Crimes Unit, K9 Unit, and Air Support Unit (ASU) were conducting a proactive operation in North Portland when they observed suspicious criminal activity involving two males in a sedan near Dawson Park. When officers attempted a traffic stop, the driver fled at a high rate of speed. While officers on the ground disengaged due to the suspect's dangerous driving behavior, ASU tracked the vehicle from the air. As the driver traveled recklessly through Portland, officers with the K9 Unit and Port of Portland successfully deployed spike strips, mitigating risk to the community and significantly reducing the vehicle's ability to continue fleeing. The suspect vehicle eventually crashed near the south end of the Glen Jackson Bridge, and two males ran from the vehicle. Officers quickly established a large perimeter and took both suspects into custody following a coordinated search.
Seized drugs, cash, and cell phonesA search of the vehicle, aided by PPB's Narcotics and Organized Crime Unit (NOC), led to the discovery of approximately eight pounds of fentanyl, including both bulk quantities and narcotics packaged for distribution. Investigators also recovered a large amount of cash and multiple cellular phones.
"This seizure represents a significant disruption to illegal drug activity and potentially prevented countless deadly doses of fentanyl from reaching our community," Chief Bob Day said. "This work makes a difference and highlights the ongoing challenges our officers face every day as they work to keep Portland safe."
The driver of the vehicle, a 17-year-old male, was transported to the Donald E Long Juvenile Detention Center and lodged on the following charges: Reckless Driving, Recklessly Endangering Another Person, Attempt to Elude a Police Officer, and numerous drug-related charges.
The passenger, 19-year-old Elvin D. Santos-Rosales, was transported to the Multnomah County Detention Center (MCDC) and lodged on the following charges: Possession of Fentanyl, Unlawful Delivery of Fentanyl, and a warrant.
