EIOPA completes Solvency II Review mandate

On 15 July the European Insurance and Occupational Pensions Authority (EIOPA) published eight sets of guidelines and draft technical standards, completing every legal instrument it was mandated to deliver under the Solvency II Review. The finalised package applies from 30 January 2027.

The package includes new Guidelines on supervisory powers to address liquidity vulnerabilities, a new Regulatory Technical Standard (RTS) implementing the "lambda factor" in the simplified risk margin calculation. Revised Implementing Technical Standards (ITS) address the matching adjustment and disclosure templates, while Guidelines on technical provisions, ring-fenced funds, group solvency, and reporting and disclosure have been aligned with the amended framework. The draft standards now move to the European Commission, which has three months to decide on adoption.

The reporting-side reforms, which include a 26% cut in quarterly templates and 30% in annual templates for solo undertakings, with data points down 22% overall, will also take effect on the same date. Reductions of that scale are only achievable when supervisors can see precisely what they are removing, and EIOPA's own review of Solvency II data quality noted that built-in validations, via the XBRL taxonomy that supports and (once revised) will continue to support this framework, have contributed to data quality improvements since 2016. Less reporting can still result in better data, when the framework is well designed.
