Press Releases 09/18/2025 DEEP Approves Three-Year Energy Savings Plan for Connecticut The 2025-2027 Conservation & Load Management Plan Guides the State's Energy Efficiency Programs, Helping Residents and Businesses Save on Their Energy Bills (HARTFORD) - The Connecticut Department of Energy and Environmental Protection (DEEP) has issued its Final Determination on the 2025-2027 Conservation and Load Management (C&LM) Plan, a comprehensive strategy which guides the priorities, design, and incentives for Connecticut's energy efficiency and demand management programs. These programs, administered by Eversource and Avangrid under the brand name Energize Connecticutsm, drive down energy costs by supporting efficient building upgrades such as insulation, air sealing, heating and cooling system improvements, and building controls and industrial process improvements for businesses. Since energy efficiency is cheaper than the cost of supply and reduces the need for infrastructure upgrades, it reduces costs for all utility ratepayers. The 2025-2027 C&LM Plan will deliver $2.35 billion in lifetime benefits to Connecticut residents, municipalities, and businesses through a $705 million investment (that's a return of $3.30 for every dollar invested). In 2024, the programs completed over 29,000 weatherization projects in residential homes, and completed energy upgrades in over 3,800 businesses. The C&LM programs invested $238.9 million that year, which delivered $408.2 million in lifetime bill savings to participating Connecticut residents, municipalities, and businesses. Savings Available to Residents and Businesses The average residential customer who participates in the C&LM residential weatherization programs receives $1,129 of value in services and achieves lifetime average savings of $2,068 on their home energy bills. There are significant energy savings benefits for participating businesses as well. For example, small businesses in Connecticut receive an average of over $9,500 in services and achieve an average of over $35,000 in lifetime savings on their energy bills. All utility ratepayers benefit from these programs. For example, the cost of electric supply is nearly double the cost of energy efficiency. By reducing the need to purchase more expensive energy supply and reducing peak demand, these programs lower costs on everyone's natural gas and electric bills and also improve grid resilience. "Energy efficiency remains Connecticut's lowest cost energy resource, and the most direct action residents and businesses can take to lower their energy bills," DEEP Commissioner Katie Dykes said. "At significantly less than the cost of energy supply, investing in building efficiency is a win-win-win for program participants, all Connecticut ratepayers, and the environment." Increased Access and Transparency The 2025-27 C&LM Plan also advances ongoing efforts by DEEP, the EEB, and the Utilities to ensure ease of access and transparency of program data and reporting. Work on revamping the existing Energy Efficiency Dashboard is already underway, and the updated version is expected to go live in 2026. The new program dashboard will provide stakeholders with a user-friendly platform where they may gather a wide variety of programmatic data to assess program performance. In addition, this Plan supports continued improvements to information provided to customers at the time of their energy assessments. Beginning in 2026, customers will be provided with a bill impact analysis which will further assist them in the decision-making process when considering energy efficiency upgrades. Additional Program Benefits DEEP's Determination finds that the 2025-2027 C&LM Plan, approved with conditions by the Energy Efficiency Board and as amended by DEEP, positions Connecticut for continued success in delivering energy savings and improved affordability to ratepayers. Beyond direct bill savings, participants can expect to improve building comfort and indoor air quality while simultaneously reducing greenhouse gas emissions. Local contractors install the building upgrades supported by Energize CT, and serve as a vital part of Connecticut's skilled economy. In 2024, Connecticut supported an energy efficiency workforce of nearly 35,000 professionals, many of which can be found on the insulation installers network and heat pump installers network.
