Mayor Kraham Announces Completion of $3.2M Senior, Affordable Housing Project on North Side

Two New Buildings on Munsell Street to Provide 12 Affordable Units for Seniors, Families

(BINGHAMTON, N.Y.)-Mayor Jared M. Kraham on Wednesday joined representatives from Greater Opportunities for Broome and Chenango, Inc. and New York State Homes and Community Renewal to announce the completion of a $3.2 million senior and affordable housing project on Munsell Street on the City's North Side.

Mayor Jared M. Kraham said: "This project has transformed blighted vacant lots into much-needed affordable housing for seniors and families. It's the latest major investment in Binghamton's North Side and an example of the change we're delivering to neighborhoods across Binghamton, block by block. My thanks to New York State Homes and Community Renewal for supporting this project with funding and to Greater Opportunities for Broome and Chenango, Inc. for their continued partnership and leadership on tackling the statewide housing crisis."

Greater Opportunities for Broome and Chenango, Inc. CEO Mark Silvanic said: "The Munsell Street Project is a reflection of what's possible when we prioritize people and community. New York State Homes and Community Renewal Commissioner RuthAnne Visnauskas said: "Building more affordable housing developments-both big and small-is a vital part of our State's housing agenda. With funding from our Small Rental Development Initiative, this $3.2 million investment is helping transform Binghamton's North Side. Thank you to Mayor Kraham for prioritizing housing at all income levels in Binghamton, which was one of the first cities to become a certified Pro-Housing Community. We are also grateful to Greater Opportunities for Broome and Chenango for their dedication."

The project features 12 units of housing across two new buildings at 29-31 and 32-34 Munsell Street. All of the tenants have supportive case management services, provided by Greater Opportunities, available to them upon request.

Six of the units are reserved for seniors ages 62+. The other six units are for low-income individuals and families under 80 percent AMI.

In recent years, the City transferred seven lots on Munsell and Liberty streets to Greater Opportunities for Broome and Chenango, Inc., a local non-profit housing services provider, for the project.

The City funded the project with $2.5 million in federal American Rescue Plan Act (ARPA) funds. New York State Homes and Community Renewal provided an additional approximately $785,000 through its Small Rental Development Initiative (SRDI), which provides grant funding to non-profits for preserving and developing affordable rental projects with 20 units or less. This is the first SRDI project to be completed.

The new housing is next to the 18-unit homeless housing project that opened at 39-49 Munsell Street in 2023, providing supportive housing to formerly homeless families and individuals.
