Notice of Request for a Permit

Pursuant to provisions of the Wyoming Industrial Development Information and Siting Act and Siting Rules and Regulations, notice is hereby given that Chugwater Energy Center, LLC and Chugwater Wind, LLC filed an application for a permit to construct and operate a facility consisting of approximately 300 megawatts (MW) of wind energy, 150 MW of solar energy and a 150 MW four-hour duration (600 megawatt-hour) Battery Energy Storage System. The Project will be east of Chugwater and I-25 on private and state land located in Platte County, Wyoming. The site will be accessed via Slater Road (WY 314), Lone Tree Road (Hwy 313) or East Bear Creek Road/Windmill Road (CR 245). The construction workforce is expected to average 253 full-time workers from second quarter of 2026 to first quarter of 2028. The onsite construction workforce is expected to range from a low of 100 workers in May 2026 and January 2027 to a peak of 450 in July 2027.

Notice of Hearing

Pursuant to W.S. 16-3-110, notice is hereby given that the Wyoming Industrial Siting Council will conduct a contested case hearing on an application for a permit for the Chugwater Energy Project, beginning at 1:00 PM on November 20, 2025 and may continue as needed on November 21, 2025 at a time determined by the Council at the Chugwater Community Center, 311 2^nd Street, Chugwater, Wyoming 82210. The Council will consider the applicant's request for a permit pursuant to the provisions of the Industrial Development Information and Siting Act (W.S. 35-12-101 et. seq.) and the rules and regulations adopted thereunder.

Persons eligible pursuant to W. S. 35-12-111 and wishing to participate must notify the Industrial Siting Council in writing by October 31, 2025 and participate in a pre-hearing on November 7, 2025 at 9:00 AM at the Chugwater Community Center, 311 2^nd Street, Chugwater, Wyoming 82210, and participate in person at the hearing on November 20, 2025 at 1:00 PM, and any continuance of the hearing on November 21, 2025, at a time determined by the Council, at the Chugwater Community Center, 311 2^nd Street, Chugwater, Wyoming 82210. Persons desiring to make a limited appearance statement may submit a written statement as provided by W. S. 35-12-111(c). Limited appearance statements must be received by the Division no later than November 19, 2025 or handed to the presiding officer at the hearing on November 20 or 21, 2025.
