For the sixth year in a row, the European Court of Auditors has issued an 'adverse opinion' on the EU's spending.

On 28 October 2025, Le Point[1] reported that oversight of the European recovery plan is conducted using the very control structures of the Commission that have turned out to be deficient. In addition, risks of serious fraud have materialised.

How does the Commission intend to correct its internal functioning so as to remedy those dysfunctions, improve transparency and strengthen controls on the use of European taxpayers' money?
