This fall is a time for community, culture, and connection as the Housing Authority of the City of Pittsburgh (HACP) and its partners mark the completion of The Reed, Phase I of the Bedford Dwellings HUD Choice Neighborhoods Initiative in the Hill District.
The HACP, its development arm, Allies & Ross Management and Development Corporation (ARMDC), TREK Development Group, and invited federal and community stakeholders will gather for "A Taste of the Reed" on Friday, Oct. 10, 2025, to celebrate the completion of this phase of development with a ribbon-cutting ceremony, music, food, and tours of the development.
The Reed, located at 1738 Reed St. - the intersection of Reed and Roberts streets - is just one portion of the multi-phase, multi-year HUD Choice Neighborhoods Initiative (CNI) that is bringing much-awaited revitalization to the historic Hill District.
"'A Taste of The Reed' defines an achievement, displaying that a collaboration between residents, developers, community organizations, and public entities can succeed," Cynthia McCleod, HACP's Choice Neighborhoods Initiatives Manager, said. "It's a preview of a new experience through the Choice Neighborhoods Initiative Implementation Grant."
This 123-unit mixed-use development includes 90 replacement units for Bedford Dwellings residents. It is comprised of 24 townhomes, a 46-unit family building, and a 53-unit senior high rise for residents ages 55 and older.
In August 2023, the HACP received a $50 million CNI grant through HUD to help offset the cost of the major redevelopment of the Bedford Dwellings neighborhood, the oldest occupied public housing development in the state. Mayor Ed Gainey and Pittsburgh City Council have also pledged $30 million in city funds over time to ensure the positive outcome of the redevelopment. The entire investment for the transformation will amount to more than $400 million.
On track for completion in September 2032, the Bedford Dwellings Choice Neighborhoods Initiative will feature 823 housing units - more than double the community's current number of units - throughout the Hill District.
