The Kern County Board of Supervisors met today as scheduled for Tuesday's June 9, 2026, Board Meeting. Chairman Phillip Peters (District 1), Supervisor Chris Parlier (District 2), Supervisor Jeff Flores (District 3), Supervisor David Couch (District 4), and Supervisor Leticia Perez (District 5) were in attendance. Item No. 1 AM session:
The Board proclaimed June through July 2026 as Kern County Library's Annual Summer Reading Challenge and Annual Lunch at the Library Program.

Item No. 2 AM session:
The Board proclaimed June 2026 as Family Reunification Month in Kern County.
Item No. 8 AM session:
The Board held a public hearing on the proposed restructuring and revision of the Department of Agriculture and Measurement Standards' schedule of fees. The Board approved and adopted the Resolution.
Item No. 15 AM session:
The Board approved Behavioral Health and Recovery Services agreement with Aegis Treatment Centers, LLC, to provide outpatient narcotic treatment program services for adults with narcotic or opiate dependency, from July 1, 2026 through June 30, 2027.
Item No. 17 AM session:
The Board approved Behavioral Health and Recovery Services agreement with Henrietta Weill Memorial Child Guidance Clinic, Inc., to provide adult, children, and adolescent, outpatient mental health services for clients residing in Delano and Bakersfield, from July 1, 2026 through June 30, 2027.

The Board approved Behavioral Health and Recovery Services agreement with Youth Quest, Inc., to provide Short-Term Residential Therapeutic Program (STRTP) services in Kern County, from July 1, 2026 through June 30, 2027.
Item No. 19 AM session:
The Board approved Behavioral Health and Recovery Services agreement with Humanistic Foundation, Inc., dba Stockdale Boys Center, to provide Short-Term Residential Therapeutic Program (STRTP) services in Kern County, from July 1, 2026 through June 30, 2027.
Item No. 20 AM session:
The Board approved Behavioral Health and Recovery Services agreement with New Start Youth Facility, Inc., to provide Short-Term Residential Therapeutic Program (STRTP) services in Kern County, from July 1, 2026 through June 30, 2027.
Item No. 21 AM session:
The Board approved Behavioral Health and Recovery Services agreement with Kern Bridges Youth Homes, Inc., to provide Short-Term Residential Therapeutic Program (STRTP) services in Kern County, from July 1, 2026 through June 30, 2027.
Item No 22 AM session:
The Board approved Behavioral Health and Recovery Services agreement with Heritage Living, Inc., to provide adult residential care and supportive services, from July 1, 2026 through June 30, 2027.
Item No. 23 AM session:
The Board approved Behavioral Health and Recovery Services agreement with Sycamore Healthcare, Inc., to provide adult residential treatment and support services, from July 1, 2026 through June 30, 2027.
Item No. 24 AM session:
The Board approved Behavioral Health and Recovery Services agreement with Life Generations Healthcare LLC, to provide specialized skilled nursing services for severely mentally ill conserved clients, from July 1, 2026 through June 30, 2027.
Item No. 25 AM session:
The Board approved Behavioral Health and Recovery Services agreement with Action Family Counseling, Inc., to provide residential substance use treatment services, from July 1, 2026 through June 30, 2027.
Item No. 29 AM session:
The Board approved Behavioral Health and Recovery Services agreement with College Community Services dba Clarvida, to provide outpatient behavioral health services for adults, children, and adolescents residing in Wasco, Taft, Lake Isabella, Ridgecrest, Mojave, Tehachapi, and Bakersfield, from July 1, 2026 through June 30, 2027.

The Board approved Behavioral Health and Recovery Services agreement with Cameron Youth Home Facilities, Inc., to provide Short-Term Residential Therapeutic Program (STRTP) services in Kern County, from July 1, 2026 through June 30, 2027.
Item No. 33 AM session:
The Board approved Behavioral Health and Recovery Services agreement with Unicorn Garden, Inc., to provide Short-Term Residential Therapeutic Program (STRTP) services in Kern County, from July 1, 2026 through June 30, 2027.
Item No. 34 AM session:
The Board approved Behavioral Health and Recovery Services agreement with Clinica Sierra Vista to provide outpatient behavioral health treatment services for clients residing in Lamont, Arvin, Lebec, Delano, and Bakersfield, from July 1, 2026 through June 30, 2027.
Item No. 36 AM session:
The Board approved Behavioral Health and Recovery Services agreement with College Community Services dba Clarvida to provide a consumer family learning center in Bakersfield, from July 1, 2026 through June 30, 2027.
Item No. 37 AM session:
The Board approved Behavioral Health and Recovery Services agreement Forrest Doan DO Corp, independent contractor, to provide psychiatric physician services for mental health clients in Kern County, from July 1, 2026 through June 30, 2031.
Item No. 63 AM session:
The Board approved the Sheriff's Office Letter of Agreement with Langley Productions, Inc., to grant filming access of Kern County Sheriff's Office personnel to produce episodes of "COPS" television show, from September 14, 2026 through November 21, 2026.
Items No. 8 - 11 PM session:
The Board approved the Public Works Department request to set a public hearing for Tuesday, July 28, at 2:00 p.m. on proposed sewer service charges for Fiscal Years 2026-2027 through 2030-2031, based on the City's scheduled sewer rate increases, within County Service Area (CSA) No. 71; (CSA) No. 71.1, west Bakersfield - Lewis Ranch; (CSA) No. 71.2 west Bakersfield - Laborde Ranche; (CSA) No. 71.3 (City), west Bakersfield.

Item No. 13 PM session:
A public hearing was held on Fiscal Year 2026-2027 service charges for all County Service Areas (CSAs). The Board approved the service charges, adopted the Resolution, and enacted the Ordinance.
Item No. 19 PM session:
The Board authorized Public Works to publish a notice to bidders on Wednesday, July 8, 2026, at 11:00 a.m. for Contract No. 26016 for building and site improvements at 6741 Downing Avenue, Bakersfield.
Item No. 20 PM session:
The Board authorized Public Works to publish a notice to bidders on Wednesday, July 8, 2026, at 11:00 a.m. for Contract No. 26021 for hydraulic lift replacement (lifts 2, 3, and 4) at 5438 Victor Street, Bakersfield.
Item No. 21 PM session:
The Board authorized Public Works to publish a notice to bidders on Wednesday, July 22, 2026, at 11:00 a.m. for Contract No. 26023 for median improvement on North Chester Avenue from 250 feet south of Beardsley Avenue to China Grade Loop, Bakersfield.
Items No. 47-50 PM session:
The Board approved the contributions to the following community organizations Soroptimist International of Delano, Tehachapi Community Orchestra Foundation, Community Action Partnership of Kern (CAPK), Kern Community Foundation, Greater Bakersfield Chamber of Commerce, Kern County Law Enforcement Foundation.
Item No. 51 PM session:
The Board approved the General Services Division's to negotiate an Agreement with Influencers Youth Sports, the vendor selected through the Request for Proposals process, for Operating Services of the Baseball Fields at Metropolitan Recreation Center.
