SBE Council Statement of Support: “Save Local Business Act” (H.R. 4366)

By SBE Council at 13 January, 2026, 1:20 pm

The following statement of support for the "Save Local Business Act" can be attributed to Small Business & Entrepreneurship Council (SBE Council) President & CEO Karen Kerrigan:

"For years, SBE Council has raised concerns about expansive 'joint employer' interpretations that undermine the independence of local small businesses and create regulatory uncertainty. These concerns date back to the Obama Administration and have persisted through subsequent regulatory shifts. Small businesses across industry sectors need stability and commonsense rules. SBE Council applauds Representative James Comer for his leadership in spearheading H.R. 4366, the Save Local Business Act, which provides needed stability. SBE Council strongly supports this legislation."

"Entrepreneurs depend on labor standards that reflect how their businesses actually operate and will support a strong entrepreneurial ecosystem. H.R. 4366 restores a commonsense definition of joint employer by clarifying that businesses are only considered joint employers when they exercise actual, direct, and immediate control over workers. This reform protects the franchise and contracting models that are critical to small business growth and replaces vague standards that have discouraged job creation and disproportionately harmed local employers. SBE Council urges the House to swiftly advance this bill to the Senate so business creation can flourish and small businesses can continue to grow and contribute to their communities and our national economy."

SBE Council is a nonpartisan advocacy, research and education organization dedicated to protecting small business and promoting entrepreneurship. For more than 30 years, SBE Council has advanced a range of private sector and public policy initiatives to strengthen the ecosystem for strong startup activity and small business growth.
