INGAA Commends House Energy & Commerce Committee Approval of Bipartisan Pipeline Safety Reauthorization

WASHINGTON, District of Columbia, July 21, 2026 - The Interstate Natural Gas Association of America (INGAA) today commended the House Energy & Commerce Committee for its bipartisan approval of H.R. 9338, the Pipeline Safety Reauthorization Act of 2026 to reauthorize the nation's federal pipeline safety programs through Fiscal Year 2031.

"The Committee's bipartisan action marks an important step toward ensuring the Pipeline and Hazardous Materials Safety Administration (PHMSA) has the authorities and resources needed to continue advancing pipeline safety," said Amy Andryszak, President and CEO of INGAA. "We appreciate Chairman Guthrie, Chairman Latta, Ranking Member Pallone, and Ranking Member Castor for their bipartisan leadership and commitment to ensuring the nation's pipeline safety framework remains strong, effective, and responsive to evolving needs."

"INGAA appreciates the Committee's inclusion of several provisions that will improve the administration of the Pipeline Safety Act, including reforms to PHMSA's Special Permit Program that enhance transparency and provide greater certainty for permit applicants; statutory opportunities for formal administrative hearings in significant enforcement actions that reinforce due process and procedural consistency; a confidential voluntary information-sharing system modeled after proven aviation safety programs; enhanced state excavation damage prevention efforts; updated criminal penalties targeting intentional acts that threaten pipeline infrastructure; and greater congressional oversight of the agency's pipeline safety rulemaking backlog.
