Hauenstein Center hosts Constitution Day event on presidency, rulemaking

The Hauenstein Center for Presidential Studies presents its annual Constitution Day Celebration, welcoming law professor Ilan Wurman to discuss the process of rulemaking at the federal level.

Wurman's presentation, "Making the Rules: The Presidency, the Courts, and the Constitution," begins at 6 p.m. on September 17 at the Eberhard Center on the Pew Grand Rapids Campus.

Wurman, the Julius E. Davis Professor of Law at the University of Minnesota, teaches administrative and constitutional law and is widely published on topics including the Fourteenth Amendment, administrative law, separation of powers and constitutionalism.

His presentation will discuss how federal agencies set and establish rules and regulations within the framework of the U.S. government - a process that has faced heightened scrutiny and criticism from President Donald Trump's administration.

"We'll address the President's role in the administrative state," Wurman said about the event. "Does the President get to control all of the administration? Can he remove officers of independent agencies? What about the governors of the Federal Reserve?

"What is the original meaning of 'the executive power'? What was the Founders' vision for administration? What role should courts play in interpreting administrative statutes?"
