Senators Hassan, Banks Introduce Bipartisan Legislation to Increase AI Security

WASHINGTON - U.S. Senators Maggie Hassan (D-NH) and Jim Banks (R-IN) introduced first-of-its-kind legislation to advance AI research that strengthens U.S. national security by making AI systems more secure and reliable. The bipartisan Reliable Artificial Intelligence Research Act of 2025 creates two federally funded research competitions to strengthen AI defenses and reveal how AI systems make decisions.

"As AI technology continues to advance rapidly, we need to make sure that these systems are secure and that they make reliable decisions," said Senator Hassan. "This bipartisan bill invests in research that makes AI harder to manipulate and easier to predict, so that we can also strengthen our defenses against bad actors and foreign adversaries like China, who may utilize AI to hurt Americans."

"Winning in the AI economy requires giving American workers every advantage. That starts with the federal government partnering with the best private-sector researchers to fully understand how the labor market is changing," said Senator Banks.

This bill would create two national competitions, run by the Department of Homeland Security, that would reward advanced research in two core areas of AI security: AI interpretability and adversarial robustness. AI interpretability focuses on making AI decisions more transparent and predictable, while adversarial robustness seeks to strengthen AI systems against malicious manipulation. By investing $10 million into this program over the next five years, this bill would provide some of the first significant federal funding dedicated to foundational AI security science, encouraging further innovation across the industry, universities, and independent researchers working on these issues. These competitions would reward breakthroughs that improve AI security and deepen our understanding of how advanced AI models make decisions.

Senator Hassan is focused on keeping our country secure as AI technology advances. Senator Hassan has spoken out about the ways in which AI can impact national security and how to safeguard Americans from potential cybersecurity threats. Additionally, Senator Hassan helped introduce legislation last year to mitigate AI-enabled extreme risks such as chemical, biological, and cyber-attacks by our foreign adversaries. Senator Hassan also recently sounded the alarm on Chinese AI-enabled hackers using AI tools to conduct cyberattacks and urged the National Cyber Director to take action to prepare the government to respond to this new type of threat.
