Stefanik Celebrates Titan Mining Corporation Commissioning New Graphite Facility in Gouverneur

Gouverneur, N.Y. - Today, House Republican Leadership Chairwoman Elise Stefanik visited Titan Mining Corporation in Gouverneur in St. Lawrence County to commission a graphite facility that turns the region's resources and workforce into Made-in-America manufacturing, good paying jobs, stronger supply chains, and a brighter future for families here in the North Country.

"It is an honor to attend Titan Mining's commissioning of a new graphite facility in Gouverneur," said Chairwoman Stefanik. "This project reflects the best of our community: hardworking people, innovative companies, and partners who believe in the North Country. I'm proud that St. Lawrence County is a growth opportunity for American industry and world-class craftsmanship. Graphite is a critical mineral for everything from advanced manufacturing to next-generation energy storage. American-produced graphite reduces our dependence on foreign supply, bolsters national security, and proves that Upstate New York can lead the way in building what America needs. This is a critical resource for our national security and I will be utilizing my senior position on the House Armed Services Committee to continue to support this critical mining facility."

"Empire Mines is a key project in the North Country. I believe it is worth noting that the St. Lawrence County Industrial Development Agency along with the Development Authority of the North Country gave a 2-million-dollar financial package to assist the mines with their development of Graphite. St. Lawrence County can be proud that they are on the way to be the first US supplier of graphite in the US in over 70 years. I am thrilled to say this critical access mineral project is in my 117th Assembly District," said Assemblyman Ken Blankenbush.

"Seeing Congresswoman Stefanik and state leaders attend facility as we gear up for commissioning of America's first graphite demonstration facility in more than 70 years underscores the importance of Titan Mining's endeavors. Together, we are advancing U.S. supply chain independence, national security, and long-term economic growth in the North Country," said Rita Adiani, President and CEO of Titan Mining.

Project Background: Titan Mining's Kilbourne Graphite Project at Empire State Mines represents a strategic initiative to restore U.S. graphite production capability.

The facility will validate the processing flowsheet for Kilbourne natural flake graphite and start qualifying products with U.S. defense, industrial, and energy customers beginning Q1 2026.
