Spain: Travel Advisory Updated to Raise Ceuta to Level 3
The Department of State updated its Travel Advisory for Spain on August 1, 2026, to raise Ceuta to Level 3 - Reconsider Travel due to unrest. The massive and uncontrolled arrival of migrants from Morocco to Ceuta may lead to unpredictable and dangerous security situations. Spain has deployed the Spanish military, Spanish National Police, and Guardia Civil as a result of this serious situation. Americans should reconsider travel to the area given the risks posed to their safety and security. The overall Travel Advisory level for Spain remains at Level 2 - Exercise Increased Caution. This replaces the previous Travel Advisory issued on May 12, 2025.

Terrorist groups continue plotting possible attacks in Spain. Terrorists may attack with little or no warning and target:
- Tourist locations
- Transportation centers like airports and train stations
- Markets and shopping malls
- Local government facilities
- Hotels, clubs, and restaurants
- Places of worship and educational institutions
- Parks
- Major sporting and cultural events
Demonstrations are common. They may take place in response to political or economic issues, on politically significant holidays, and during international events.
