Gov. Reynolds signs proclamation suspending penalties for on-road dyed diesel use

Today, Governor Kim Reynolds signed a proclamation, in line with an executive order issued by President Donald Trump, to temporarily suspend state penalties for vehicles using dyed diesel to transport certain agricultural products on public roads. The proclamation is effective immediately and continues through February 2, 2027.
The proclamation temporarily suspends regulatory provisions of Iowa Code Section 452A.74A(1) that restrict the use of dyed diesel for highway transportation in motor vehicles hauling soybeans, corn, hay, straw, silage, stover, fertilizer (dry, liquid, and gas) manure (dry and liquid), and distillers grains. Regulatory provisions from the sale and use of such fuel for the same use are also temporarily suspended. The proclamation applies to loads transported on any public road within Iowa.
On September 10, Governor Reynolds signed a proclamation to allow the movement of overweight loads of certain specified products without such transporters being required to obtain an overweight permit.
