TMPA Wins!
January - March 2026

We would like to share some of the recent legal successes TMPA has had for our members. In this report, we will give the names of the attorneys who represented our members but omit the names of the members involved.

Paul G. Aman - Paul G. Aman, Attorney at Law, P.C.
• Member's peace officer's license was suspended for thirty days for a background investigation violation. After appeal, the Administrative Law Judge reduced the suspension to a reprimand.

• Member was placed under IA for making disparaging remarks about the agency. Upon review, member was exonerated and the case was closed.
• Member was involved in a pursuit that ended in a shooting. Upon review, member was no billed and the case was closed.

Kenneth Biggs -- Biggs & Greenslade, P.C.
• Member was charged with aggravated assault with a deadly weapon. After going to trial, the jury returned a verdict of not guilty.
• Member was placed under IA for several policy violations, including act of cowardice, warning suspect of pending arrest, and failure to act. Upon review, all allegations were not sustained, and no disciplinary action was taken against member.

John Cullar - Law Offices of R. John Cullar
• Member was involved in an on-duty shooting. Upon review, the member was no billed by the grand jury.

Steven Dunbar -- Law Offices of Steven M. Dunbar
• Member was placed under IA for fleet/pursuit policy violations. Upon review, member was exonerated.
• Member was placed under IA for untruthfulness. Upon review, no violation was found.
• Member was placed under IA for misconduct. After investigation and review, the case was closed as not sustained.

Zach Horn - Gorsky, Gilbert, Snider, Horn, Rogers, Watsky, L.L.P.
• Member was placed under IA for domestic violence. Upon review, member was not sustained on all charges and the case was closed.

Chad Hyde - Law Office of Chad R Hyde, PLLC
• Member received a proposed 3-days suspension for neglect of duty. Upon review, member received a letter of reprimand.

Randall Moore - Leasor Crass, PC
• Member filed an Affirmative Civil Action suit against the City for breach of contract for failure to pay out vacation leave. After multiple motions, a settlement was reached for the amount owed to member for unpaid pay, and the case did not need to proceed in court.
• Member was placed under IA with a proposed 3-day suspension for tardiness. Upon review, the 3-day suspension was reduced to 1-day with 6 months no overtime.

Doug O'Connell - O'Connell West, PLLC
• Member was criminally charged for excessive use of force. Upon review, member was no billed by the grand jury.

Cody Rideout - Leasor Crass, PC
• Member was involved in an on-duty shooting. Upon review, member was no billed by the grand jury and the case was closed.
• Member received a written reprimand for showing up late for duty. Upon review, the discipline and written reprimand were reversed and the case was closed.

Bailey Sapien - Bailey Sapien, Attorney at Law
• Member received a dishonorable discharge on F5. After appeal, F5 was amended to reflect an honorable discharge.
