The Commission is seeking public input on a staff report that's part of the MPSC's review of protections for households with critical care customers who require home medical equipment or life support and for whom a service interruption would be immediately life threatening (Case No. U-21939).
The Commission launched the review through the MPSC's Critical Care Collaborative to identify ways to maintain protections for medically vulnerable customers while also preventing them from incurring unmanageably high bills. MPSC Staff filed its Critical Care Rulemaking report in March.
Public comments on the report - including Staff's proposed draft rule change on page 13 - must be filed by 5 p.m. June 11, 2026. Comments must reference Case No. U 21939.

MPSC OKs DTE ELECTRIC'S RENEWABLE ENERGY PLAN RECONCILIATION
The Commission approved DTE Electric Co.'s application for approval of its renewable energy plan revenues and expenses for the year ending Dec. 31, 2024 (Case No. U-21830). Today's order resolves a number of disputed issues in the case. Michigan Environmental Council, the Association of Business Advocating for Tariff Equity, DTE Electric and MPSC Staff participated in the proceeding.
MPSC UPDATES CLEAN ENERGY PLAN FILING REQUIREMENTS TO ADDRESS ENERGY MICHIGAN'S CONCERN ABOUT FILING CONFIDENTIAL INFORMATION
The MPSC today updated its Michigan Integrated Resource Planning Parameters so that all electricity providers required to file clean energy plans (CEPs) with the Commission have the right to file information confidentially when justified (Case No. U-21867). Energy Michigan sought a rehearing on the Commission's Dec. 18, 2025, approval of updated planning parameters, which are the factors utilities must include in electric utilities' long range integrated resource plans (IRPs) for generating enough electricity to meet customer needs. Energy Michigan argued that the Commission's order permitted utilities regulated by the MPSC to file proprietary or otherwise nonpublic CEP information confidentially but didn't grant that right to electric providers whose rates aren't regulated by the Commission, including alternative electric suppliers and municipal and cooperative utilities. The Commission today granted Energy Michigan's rehearing request and directed MPSC Staff to add language on confidential information to CEP filing requirements for investor-owned utilities regulated by the MPSC as well as municipally owned or cooperative electric utilities and alternative energy suppliers.
MPSC DENIES PETITIONS FOR REHEARING ON INCENTIVES AND DISINCENTIVES FOR CONSUMERS ENERGY CO., DTE ELECTRIC CO.
The MPSC denied a petition for a rehearing of the Commission's approval of settlement agreements that apply performance-based incentives and disincentives to the state's two largest utilities tied to a set of identified reliability metrics. Specifically, the performance-based regulatory mechanisms are based on whether utilities meet goals to reduce the frequency and duration of electric service outages, lower restoration times in the event of an outage, decrease the number of customers experiencing four or more outages per year, and improve worst-performing circuits. The Commission in 2025 approved settlement agreements on incentive mechanisms for Consumers Energy (Case No. U-21911) and DTE Electric (Case No. U-21909). Great Lakes Renewable Energy Association had sought a rehearing on the approval of both settlement agreements.
