A delegation from the Committee on Budgetary Control, led by Chair Niclas Herbst, will visit Montenegro and Albania from 16 to 18 September 2025.
MEPs will assess the set-up and initial functioning of the new control and audit mechanisms put in place under the Reform and Growth Facility for the Western Balkans, intended to ensure the sound financial management of EU funds.
In Podgorica, the capital of Montenegro, the MEPs will meet with the Chair of the Committee on Economy, Finance and Budget of the Montenegrin Parliament, Montenegro's Minister of Finance and Supreme State Prosecutor, and representatives of the country's State Audit Institution. They will also visit the Development Bank of Montenegro.
They will then travel to Tirana, the capital of Albania, where they will also meet government representatives and officials, civil society representatives, and visit an EU-funded project site. A press conference at the Europe House in Tirana will conclude the mission on 18 September at 14.00.
"Albania and Montenegro, as EU candidate countries, are already in receipt of EU funding. We want to find out how this spending is monitored and see for ourselves the impact of the money on the ground. To get a comprehensive picture, we will meet not only with officials, but also with representatives of civil society," Delegation Chair Niclas Herbst said ahead of the mission.
