The Federal Emergency Management Agency (FEMA) has received the subgrant application Escambia County Tecumseh Bridge repairs due to damages in Hurricane Sally (DR-4564-FL PW 0473). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA's intent to provide funding for this project under the Public Assistance (PA) Program.
An initial disaster-wide Public Notice was published October 21, 2020 for Hurricane Sally. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA's funding action located within the floodplain.
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Location of Proposed Work: (30.56384, -87.24824) Escambia County, Florida
Floodplain: Project is located in un-shaded Zone X, (site has experienced flooding in the past) per Escambia County FIRM Panel #: 12033C0355J dated 08/19/2025. The project is also located in a wetland classification PFO4/1A (Palustrine) as mapped by the National Wetlands Inventory, accessed 09/25/2025.
Proposed Work and Purpose: The county repaired existing road and culverts. Mitigation measures were implemented by installing concrete toe walls and scour pads at the inlets and outlets of both culverts to prevent future undermining, desilted west box culvert, added concrete slope pavement adjacent to the damaged retaining wall in the northwest quadrant and added riprap along the bank on each side of the stream on the north side of the culverts. The culvert design was approved by a licensed engineer.
Project Alternatives: The alternative that has been considered is the no action alternative. This alternative is not feasible as the community would no longer be able to use the Tecumseh Trail Road. This would limit transportation in this portion of the county. Alternate locations were not considered as the bridge is dependent on its location within the Tecumseh Trail Road and right-of-way. The action will increase the useful life of the culvert and minimize impacts of flooding to the community.
