City Requests Proposals for Multifamily Housing Development

Greensboro's Housing and Neighborhood Development Department seeks proposals from eligible nonprofit or for-profit developers/organizations for affordable multifamily housing development gap financing. Eligible activities include the development of new rental housing units, rehabilitation of existing rental housing units, conversion of non-residential buildings to rental housing use, or any combination of these.

This request for proposals (RFP) is open to both applicants participating in the North Carolina Housing Finance Agency for 2026 Low-Income Housing Tax Credits (LIHTC) program, for nine percent credits and four perfect tax credits only, and non-LIHTC participating developers. All projects requesting City funds must be located in city limits or be eligible for and willing to be annexed into the city. Projects requesting County HOME funds must be located in unincorporated Guilford County.

Proposals are due by 4 pm on Monday, March 2, and will be evaluated according to a point ranking system to prioritize projects. Submissions should be made using this online portal.
