Arab Development Partners Unite to Advance Liberia’s Development Agenda, Commit Major Financing for Roads and Energy Infrastructure

The commitments were announced during ceremonies marking the dedication of the completed 81-kilometer Gbarnga-Salayea Road Corridor and the groundbreaking for the 50-kilometer Salayea-Konia Road and the 6-kilometer Zorzor-Yeala Road.

During the occasion, the Government of Liberia signed financing agreements totaling US$73.8 million with the OPEC Fund for International Development (OPEC Fund), the Arab Bank for Economic Development in Africa (BADEA), and the Kuwait Fund for Arab Economic Development to finance the construction of the Salayea-Konia and Zorzor-Yeala road corridors.

The financing represents another major investment by the Arab Coordination Group in Liberia's infrastructure sector and reflects the strong partnership between Liberia and its Arab development partners in expanding connectivity, promoting economic growth, and improving the lives of citizens.

The people and authorities of Lofa County also honored members of the Arab Coordination Group-including the Saudi Fund for Development, the OPEC Fund for International Development, BADEA, the Kuwait Fund for Arab Economic Development, and the Arab Fund for Economic and Social Development-in recognition of their longstanding contribution to Liberia's infrastructure development. The honor acknowledged decades of support for roads, energy, and other transformative projects that continue to improve the lives of Liberians.

Speaking during the ceremony, President Boakai described the collaboration as a testament to genuine partnership, mutual trust, and a shared vision for Liberia's development.

He said the investments extend beyond road construction by creating opportunities for farmers, traders, students, businesses, and families while strengthening regional integration and expanding access to essential public services.

"These roads are building more than roads; they are creating opportunities for farmers, traders, students, businesses, and families. They will connect communities, expand economic opportunity, strengthen regional integration, and improve the quality of life of our people," President Boakai said.

Beyond road infrastructure, the Government and its Arab development partners also advanced plans for a US$190 million regional electricity project that will significantly expand electricity access across central and northern Liberia.

The project comprises the construction of a transmission line from Botota through Gbarnga, Zorzor, Voinjama, to Foya, together with four substations in those locations and the associated distribution network that will provide electricity access to approximately 380,000 people.

As part of the initiative, the Saudi Fund for Development committed US$49.6 million to finance the Botota-Gbarnga-Zorzor section of the transmission line. The feasibility study for this section has been completed and submitted to the Saudi Fund for Development, while the Government of Liberia is engaging other members of the Arab Coordination Group to finance the remaining components of the project.

President Boakai commended the Saudi Fund for Development, BADEA, the Kuwait Fund, the OPEC Fund for International Development, the Arab Fund for Economic and Social Development, and other members of the Arab Coordination Group for their continued partnership with Liberia.

He said their investments demonstrate confidence in Liberia's development priorities and are helping accelerate the country's infrastructure transformation.

The newly financed road projects are expected to commence during the upcoming dry season and will create hundreds of direct and indirect employment opportunities while improving regional connectivity, facilitating trade with neighboring Guinea, strengthening agricultural production, and attracting investment.

The transmission line project will expand electricity access across Bong and Lofa Counties, support industrial growth, improve public services, and enhance the quality of life for approximately 380,000 people.

The Government said the latest financing agreements mark another important milestone in implementing the ARREST Agenda for Inclusive Development by expanding modern infrastructure, creating jobs, improving public services, and fostering inclusive and sustainable economic growth.
