In 3rd quarter 2025 (3Q2025), the penetration rate of fixed broadband among residential customers in Portugal was 90.1 per 100 households (an increase of 0.3 percentage points from the previous year).
Compared to 3rd quarter of 2024, there was an increase of 105 thousand fixed broadband accesses (+2.2%), reaching 4.8 million accesses.
Optical fibre (FTTH/B) technology drove the increase in the number of accesses and was also the main form of access to fixed broadband internet, making up 71.4% of total accesses, an increase of 3.3 percentage points versus 3Q2024. Over the last 12 months, the number of accesses supported over optical fibre increased by 230 thousand accesses (+7.2%).
Meanwhile, the number of accesses supported over cable modem networks decreased by 7.6%, representing 22.1% of the total (-2.4 percentage points versus 12 months ago). The number of fixed accesses supported over mobile networks decreased by 6.3% and made up 4.6% of total accesses (-0.4 percentage points versus 12 months ago). The number of ADSL accesses continued to decline with their replacement by new generation accesses, decreasing by 30.7% to represent 1.4% of total Internet accesses at a fixed location at the end of 3Q2025 (-0.7 percentage points versus 12 months ago).
In terms of access speed, in 3Q2025, 93.4% of fixed broadband accesses provided ultra-fast broadband (i.e., with a download speed1 greater than or equal to 100 Mbps).
There was a notable increase in the number of accesses with speeds greater than or equal to 1 Gbps (+91.0% compared to Q32024).
According to the most recent available information, in July 2024, Portugal reported the fourth highest proportion of accesses with download speeds equal to or greater than 100 Mbps (91.6%) among the EU27.
The increase in the proportion of ultra-fast broadband accesses occurred alongside the development of optical fibre networks (FTTH) and the introduction of DOCSIS 3.x in cable TV networks. These two types of networks accounted for 76% and 23% of accesses with speeds of at least 100 Mbps respectively.
In 3Q2025, total fixed broadband Internet traffic increased by 3.7% compared to the same quarter of 2024. Average monthly traffic per access was approximately 305 GB, growing by 1.4% versus 3Q2024.
There are four groups with significant shares of subscribers in the fixed broadband Internet access service market: MEO (41.0%), Grupo NOS (33.4%), Vodafone (21.7%) and the Grupo DIGI/NOWO (3.1%). Compared to the same quarter of 2024, MEO's share shrank by 0.3 percentage points, while Grupo NOS and Vodafone saw their shares decline by 0.2 percentage points. MEO was the provider that acquired the most customers in net terms.
If only residential accesses are considered, MEO had the highest share of subscribers (39.1%), followed by Grupo NOS (35.5%), Vodafone (21.0%), and Grupo DIGI/NOWO (3.6%). Compared to 3Q2024, MEO, Grupo NOS and Vodafone saw their shares shrink by 0.4 percentage points, 0.3 percentage points and 0.1 percentage points respectively.
In terms of fixed broadband traffic share, MEO reported a share of 39.3% in 3Q2025, followed by Grupo NOS with 32.5% and Vodafone with 23.5%. Grupo DIGI/NOWO reported a 2.5% share. Compared to 3Q2024, MEO and Vodafone's traffic shares decreased by 0.7 percentage points while Grupo NOS's share increased by 0.9 percentage points.
