Chairman Chuck Martin Announces Creation, Appointments to House Higher Education Subcommittee on College Admissions Testing Standards

ATLANTA - State Representative Chuck Martin (R-Alpharetta), chairman of the House Higher Education Committee, today announces the creation of the House Higher Education Subcommittee on College Admissions Testing Standards, which will convene meetings ahead of the 2027 legislative session. Chairman Martin has charged the subcommittee with evaluating the Classic Learning Test (CLT) and determining whether a valid concordance exists, or can be established, between CLT scores and scores on the SAT and ACT.

"I am pleased to announce the creation of the House Higher Education Subcommittee on College Admissions Testing Standards and its upcoming work, which requires a timely review this year," said Chairman Martin. "I have asked this subcommittee to thoroughly examine the content and structure of the CLT, ACT and SAT. The subcommittee will work in the months ahead to review any existing concordance research or tables published by the test administrators or independent researchers and assess the reliability of any such concordance for use by Georgia's

postsecondary institutions in evaluating applicants. I am grateful to the members who have agreed to serve on this subcommittee and know that the committee, students and families of Georgia will benefit from their diligence and expertise."

Chairman Martin appointed Rep. Carter Barrett (R-Cumming) to serve as the chairman of the House Higher Education Subcommittee on College Admissions Testing Standards, and Rep. Kasey Carpenter (R-Dalton) will serve as the subcommittee's vice chairman. Other subcommittee members include: State Representatives Ginny Ehrhart (R-Powder Springs), Lydia Glaize (D-Fairburn), Karen Mathiak (R-Griffin) and Patty Marie Stinson (D-Butler).

Subcommittee meetings will be called at the chairman's discretion, and the subcommittee will hold up to three meetings before December 15, 2026. The subcommittee will then submit a written report of its findings and recommendations to Chairman Martin and the full House Committee on Higher Education no later than December 31, 2026, so that the committee may consider any resulting policy proposals ahead of the 2027 legislative session.

Representative Chuck Martin represents the citizens of District 49, which includes a portion of Fulton County. He was first elected to the House of Representatives in 2002 and currently serves as Chairman of the Higher Education Committee. He also serves on the Appropriations Subcommittee on Higher Education, Creative Arts & Entertainment, Energy, Utilities & Telecommunications, Regulated Industries, Retirement, Rules and Ways & Means committees.
