Project Jupiter: Building New Mexico’s Workforce for the Long Term

Project Jupiter is already creating significant economic opportunity in southern New Mexico-and we're just getting started.

Today, more than 2,700 construction workers are helping build the campus, including nearly 700 New Mexico residents. In July alone, more than 600 workers joined the team, reflecting the project's continued growth. Collectively they've logged more than 2 million hours worked, underscoring the scale of the project and the opportunities it brings to New Mexico.

Oracle has submitted its latest Industrial Revenue Bond (IRB) annual report to Doña Ana County. The annual report documents our progress toward commitments including investment and job creation and provides updates on construction, hiring, and community engagement.

As indicated in the report, Oracle has not yet begun hiring for long-term operational positions. That's expected. Construction remains the project's primary focus today, and permanent staffing will ramp up as facilities move closer to operations. We currently anticipate beginning long-term hiring in2027, when construction has advanced to the point that operational teams are needed.

When hiring for operational teams begins, we expect to create approximately 1,500 long-term jobs -nearly double the 775 permanent jobs required under our IRB agreements. Local candidates will be prioritized, consistent with our commitment to build a workforce rooted in the surrounding community.

Preparing local residents for those careers starts well before the first operational jobs are posted. Oracle will expand workforce development efforts through partnerships with local colleges, universities, workforce organizations, and veteran programs. A key part of that strategy is the Oracle Catalyst Program, a paid, 12-week data center technician training program launching in 2027. The program requires no college degree or prior data center experience, provides hands-on training, and offers successful participants the opportunity to transition into full-time Oracle roles.

We are also investing in the broader talent pipeline through Oracle Academy, which works with secondary schools, community colleges, and universities-including institutions in New Mexico-to provide curriculum, cloud technologies, hands-on labs, and new Data Center Technician coursework that equips students with skills in cloud infrastructure, AI, enterprise systems, and critical data center operations.

One common misconception is that data centers don't create many jobs. Modern AI data centers are employment engines. They require thousands of construction workers during development and large, highly skilled operational teams after opening. Beyond technicians, campuses employ facilities engineers, electricians, logistics specialists, security professionals, operations staff, and create many other roles that support around-the-clock operations. Combined with local suppliers, contractors, and service providers, these projects create long-term economic opportunities throughout the surrounding community.
