Request for Comment on Proposed Changes to Local Rules

The Judges and Clerk's Office, in conjunction with input from the Advisory Committee on Local Rules, Practice, and Procedures, invite comment on proposed changes to the local rules and local forms as set forth below. Clean and redline versions of the rules listed below reflecting all changes from the prior version effective August 17, 2026, are available for review, as are clean and redline versions of the forms. The revisions are summarized here. In the absence of negative public comment and withdrawal or revision by the judges, these rule and form changes will become effective December 1, 2025:

Amended to clarify the deadlines for filing proofs of claim in Chapter 11 cases, including Subchapter V.

3015-5

Amended to comply with amendment to Fed. R. Bankr. P. 5009.

5073-1

Amended to remove reference to the U.S. District Court device policy in Greenville

5075-1

New subsection added to delegate service of notices, motions, and orders in adversary proceedings.

Chapter 13 Form Plan

Change relating to Part 6 (Executory Contract and Unexpired Leases)

Certification of Plan Completion

Amended to comply with amendment to Fed. R. Bankr. P. 5009.

Comments to the proposed changes can be submitted to [email protected], or by directly contacting the Advisory Committee members listed below. Any comments should be sent by no later than November 4, 2026.
