FINANCIAL ASSISTANCE FOR NATURAL DISASTERS

As per the National Policy on Disaster Management (NPDM), the primary responsibility for disaster management, including disbursal of relief assistance on ground level, rests with the State Governments concerned. The State Governments undertake relief measures in the wake of natural calamities, from the State Disaster Response Fund (SDRF) already placed at their disposal as well as other available resources, in accordance with Government of India approved items and norms. The Central Government supplements the efforts of the State Governments and provides requisite logistics and financial support. In the case of disaster of a 'severe nature', additional financial assistance is provided from the National Disaster Response Fund (NDRF) on the basis of the recommendations of the Inter-Ministerial Central Team (IMCT), in accordance with the prescribed procedure.

This Ministry does not centrally maintain data regarding the loss of lives and property due to any disaster in the country. However, the details of damages reported by State Governments/ UTs due to various hydro-meteorological disasters in the country including Himachal Pradesh during last three years i.e. 2023-24 to 2025-26 are as per Annexure-I.

Further, the details of State-wise allocation and releases of funds under State Disaster Response Fund (SDRF) and National Disaster Response Fund (NDRF) during last three years i.e. 2023-24 to 2025-26 are as per Annexure-II.

The Central Government has taken several initiatives to strengthen disaster risk reduction and enhance resilience in hilly States, including Himachal Pradesh, under the existing institutional and policy framework; as per the details provided below : -

  1. The National Disaster Management Plan (NDMP) and the guidelines issued by the National Disaster Management Authority (NDMA) cover disasters such as landslides, cloudbursts, Glacial Lake Outburst Floods (GLOFs), forest fires and earthquakes, to which the Himalayan region is particularly vulnerable.
  2. The Government has approved the National Landslide Risk Mitigation Project (NLRMP) for implementation in 15 States, including Himachal Pradesh, with the objective of reducing mortality and economic losses by reducing the vulnerability of communities and their assets to landslides. Under the project, a Central share of ₹125.00 crore and State share of ₹14.00 crore have been approved for Himachal Pradesh.
  3. To adopt various structural and non-structural mitigation measures for addressing the risk of Glacial Lake Outburst Floods (GLOFs), the National Glacial Lake Outburst Flood Risk Mitigation Programme (NGRMP) was approved for the States of Arunachal Pradesh, Himachal Pradesh, Sikkim and Uttarakhand.
  4. Mitigation Scheme for Forest Fire Risk Management has also been approved, under which central share of ₹ 7.34 crore and state share of ₹ 0.82 crore has been approved for Himachal Pradesh.
  5. Under the National Project for Strengthening Community Based Disaster Risk Reduction Initiatives in Panchayati Raj Institutions, a total budget of ₹14.84 crore has been allocated for Himachal Pradesh to integrate Disaster Risk Reduction (DRR) practices into the Panchayati Raj governance structure through a bottom-up approach.
  6. An integrated warning system (SACHET) based on the Common Alerting Protocol (CAP) has also been operationalized; under this system, geo-targeted early warnings are disseminated by integrating alerts issued by the India Meteorological Department (IMD), Central Water Commission (CWC), Geological Survey of India (GSI), Indian National Centre for Ocean Information Services (INCOIS), Defence Geo-informatics Research Establishment (DGRE), and Forest Survey of India (FSI).
  7. Apart from this, it is continuously strengthening multi-disaster early warning systems, disaster-resistant infrastructure, community preparedness and capacity building through initiatives like Aapda Mitra (Aapda Mitra) and Yuva Aapda Mitra Scheme (Yuva Aapda Mitra Scheme).
