WVDOH accepts bids for bridge replacement, rehabilitation projects

Eight bridge replacement and rehabilitation projects are among 18 construction projects included in a bid letting conducted by the West Virginia Division of Highways (WVDOH) on Tuesday, April 14, 2026.

"Gov. Patrick Morrisey has put an emphasis on keeping and maintaining our existing bridge infrastructure," said WVDOH State Bridge Engineer Tracy Brown. "We're trying to address our bridges that are in good and fair shape and keep them that way."

Among the bridge projects included on the April 14 letting are a renovation project on the Little Sandy Creek Bridge and USMC PFC Clayton Andrew Craft Memorial Bridge on Interstate 79 near Elkview, an expansion joint replacement and deck overlay on the Cow Creek Overpass Bridge on Interstate 64 in Cabell County, and replacement of a bridge washed out by flooding in McDowell County.

Projects on the April 14 bid letting include:
  • WV 12 paving, Cashmere to Ballard. (Monroe County)
  • O'Brion Creek piling wall slip repair. (Clay County)
  • Cow Creek Overpass Bridge expansion joint replacement and deck overlay, I-64. (Cabell County)
  • Aarons Fork Road piling wall slip repair. (Kanawha County)
  • WV 20 paving, Leivasy to Grassy Falls. (Nicholas County)
  • Butchers Run Truss Bridge replacement. (Gilmer County)
  • Zebs Run Arch Bridge replacement. (Barbour County)
  • WV 20 micro-surfacing, Bluewell to Princeton. (Mercer County)
  • Little Sandy Creek Bridge renovation. (Kanawha County)
  • WV 38 paving, Hobson Run to Clover Run Road. (Tucker County)
  • WV 61paving, Ingram Branch to Kincaid. (Fayette County)
  • Fairmont Gateway Connector, WV 273. (Marion County)
  • Duskcamp Channel Beam Bridge replacement. (Gilmer County)
  • Oil Creek Channel Beam Bridge replacement. (Lewis County)
  • WV 16 paving, Caretta to Coalwood. (McDowell County)
  • Little Flint I-Beam Bridge replacement. (Doddridge County)
  • Berwind Loop Bridge replacement. (McDowell County)
  • Paden Fork Road piling wall slip repair. (Wetzel County)

Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer's Estimate and by what percentage. In cases where a bid is above the Engineer's Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.

When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review and bid on several construction projects at one time. Lettings are held either once or twice per month and conducted through the Bid Express System online at www.bidx.com and handled through the Contract Administration Division. Contractors need to subscribe to Bid Express before bids can be accepted on any project.
