Mr. Fernando Aramayo, Minister of Foreign Affairs of the Plurinational State of Bolivia, held a telephone conversation on Monday, 9 February, with Mr. Nasser Bourita, Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates of the Kingdom of Morocco.
The Ministers reaffirmed their commitment to strengthening bilateral relations and agreed to open a new phase of engagement across areas of mutual interest, guided by the principles of sovereign equality, mutual respect and constructive cooperation.
They agreed to restore diplomatic relations and to initiate the necessary procedures toward the establishment of resident diplomatic missions in La Paz and Rabat. They further agreed to develop a structured bilateral roadmap aimed at deepening political dialogue, promoting trade and investment, and enhancing cooperation in agriculture, food security, fertilizers, security matters and technical fields of shared priority.
With regard to the question of Western Sahara, the Plurinational State of Bolivia, acting in full conformity with United Nations Security Council Resolution 2797 (2025) and reaffirming its support for the United Nations-led political process under the auspices of the United Nations, has undertaken a sovereign review of his foreign policy and decided to suspend diplomatic relations with the entity referred to Sahrawi Arab Democratic Republic (RASD) and to discontinue official contacts therewith, noting that it is not recognized as a Member State of the United Nations.
Bolivia reaffirmed its commitment to multilateralism, the purposes and principles of the Charter of the United Nations, including the peaceful settlement of disputes, and reiterated its respect for the principle of self-determination in accordance with relevant Security Council resolutions.
Bolivia further reiterates its sovereign prerogative, in accordance with international law, to diversify its technical, technology, trade and economic partnerships with actors of strategic relevance within the international system under frameworks of complementarity fully consistent with, and without prejudice to, its fundamental principles of territorial integrity and sovereign equality.
