Congressman Riley M. Moore Applauds House Passage of FY27 Agriculture-FDA Appropriations Bill, Securing Funding for West Virginia Priorities

Washington, D.C. - Congressman Riley M. Moore today applauded House passage of H.R. 8646, the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act for Fiscal Year 2027, which funds critical agriculture, rural development, food safety, nutrition, and public health priorities while reducing federal spending by $380 million below the Fiscal Year 2026 enacted level. The bill also includes nearly $3 million in Community Project Funding that Rep. Moore secured for critical projects across the Second Congressional District.

Specifically, the legislation provides $22.5 billion for the U.S. Department of Agriculture, $7.1 billion for the Food and Drug Administration, $3.8 billion for Rural Development programs, $8 billion for the Women, Infants, and Children (WIC) program, and $101.2 billion in mandatory SNAP funding.

In addition to advancing America First agriculture policies, the legislation strengthens oversight of foreign ownership of U.S. farmland, increases inspections of foreign drug manufacturing facilities in China and India, supports the Make America Healthy Again (MAHA) agenda, and eliminates funding for climate hubs and the Climate Corps.

This legislation also strengthens our food supply, protects American farmland from foreign adversaries, supports rural development, and advances President Trump's America First agenda. I'm also proud to have secured nearly $3 million in funding for two important projects in West Virginia through this bill that will help improve quality of life and strengthen local communities across our state."

The legislation includes funding for the following West Virginia projects championed by Congressman Moore:

• $1,973,344 for the Clarksburg Public Safety Complex. The Clarksburg Public Safety Complex is a strategically vital infrastructure investment for the 2nd Congressional District of West Virginia. Located along the Route 50/Emily Drive corridor and the I-79 artery, this project establishes a 7,500 SF Fire Hall, a 2,500 SF Police Training Facility, and specialized outdoor training grounds. This facility permanently closes a documented emergency response gap for the region's highest-density commercial zone and the underserved East End neighborhood. Crucially, the project solidifies an operational partnership with the Federal Bureau of Investigation (FBI). Under an active Memorandum of Understanding (MOU), the complex provides a secure, federal-standard environment-featuring Electronic Target Systems and a 40-person training classroom-for joint federal-local training and high-stakes incident response along a critical national artery.
• $929,723 for the Doddridge / Ritchie County 911 EOD Interoperability Enhancement, Infrastructure Resiliency, and Hardening Project. Upgrading our EOC's communication infrastructure to provide enhanced coverage, interoperability, and enhanced reliability and security.

The FY27 Agriculture-FDA Appropriations Act now advances to the Senate for consideration.
