Joliet to Boost Oversight of Prescription Drug RebatesNew Audit Expected to Recover Up to $850,000 for City Health PlanPost Date:10/21/2025 2:40 PM Joliet, IL - The City of Joliet is strengthening oversight of its employee health insurance program through a new partnership with Marsh McLennan Agency (MMA) Rx Solutions. The initiative is designed to ensure the city receives the full amount of prescription drug rebates owed by pharmaceutical companies that could potentially bring in hundreds of thousands of dollars in additional savings. As a self-funded health insurance employer, the City of Joliet receives rebates from pharmaceutical companies for prescriptions covered under its employee health plan. These rebates, administered by Blue Cross Blue Shield, are projected to total about $4 million in 2026. Under the agreement, MMA will conduct a detailed audit of the city's prescription rebate program to confirm all eligible rebates are being collected. The firm's fee of $57,500 will only be paid if the audit identifies additional rebates that exceed that amount. Based on MMA's previous results with similar clients, Joliet could recover between $500,000 and $850,000 in additional funds. "This is a smart and proactive step to make sure Joliet taxpayers get the best possible value from our employee health program," said Finance Director Kevin Sing. "By auditing our prescription rebate process, we can confirm we're receiving every dollar we're entitled to and potentially bring in significant new revenue to help offset the cost of our health insurance benefits." The partnership with MMA reflects Joliet's continued focus on transparency, accountability, and maximizing resources for the benefit of residents and employees alike. City Manager Beth Beatty said the program reflects the city's continued commitment to being fiscally responsible with taxpayer dollars. "Our goal is to always make the most of every resource entrusted to us," Beatty said. "This initiative is another example of how the city is taking a proactive approach to managing costs, finding efficiencies, and ensuring long-term financial sustainability for Joliet." The City's Finance Committee will review the proposal at its meeting on Tuesday, October 21st at 5:30 p.m. in Council Chambers.
