Allegations of corruption and electoral campaign financing in Cyprus

Recent public debate in Cyprus has been triggered by the circulation of an anonymously produced mini-documentary online, which includes secretly recorded conversations and alleges that undeclared cash donations were used to exceed the legal campaign spending limit during the 2023 presidential elections. The Cypriot Government and individuals appearing in the footage have rejected these claims, stating that the material is manipulated and misleading. In the light of the above, and taking into account the EU's responsibility to uphold the rule of law and the integrity of electoral processes in all Member States, the Commission is asked:

  • 1.How does it assess situations in which serious allegations regarding electoral campaign financing arise, but are accompanied by uncertainty about the authenticity and origin of the material involved?
  • 2.How does the Commission assess and follow up on serious allegations of corruption related to electoral campaign financing in a Member State, when such allegations are contested but may have implications for the rule of law and democratic integrity?
  • 3.What role can the Commission play in encouraging or supporting independent and effective investigations at national level, in order to ensure accountability and restore public trust, while fully respecting national competences?
