The City of Napa is pleased to announce the appointment of Molly Rattigan as its new Community Development Director, effective September 13, 2025. Rattigan has served as the Interim Director since January and brings more than 20 years of public service experience to the role.
"Molly has provided steady, thoughtful leadership over the past nine months, and we're excited to have her officially step into this position," said City Manager Steve Potter. "Her deep knowledge of housing, community engagement, and development makes her the ideal person to lead the department into its next chapter."
As part of this transition, the City will also be consolidating Housing and Homeless Services into the Community Development Department. This move builds on the success of the cross-departmental team formed under the City Manager's Office in recent years, which has made significant strides in addressing homelessness. The consolidation will enhance collaboration and long-term planning under Rattigan's leadership.
Rattigan began her public service career with the County of Napa, where she held a variety of roles over 17 years before joining the City of Napa as Deputy City Manager in 2021. For the past 12 years, she has been deeply involved in housing and homelessness policy, legislative affairs, and community outreach. She is a graduate of Leadership Napa Valley and holds a master's degree in public policy and administration. She lives in Napa with her husband and daughter.
"I'm honored to continue serving the Napa community in this new role," said Rattigan. "I look forward to working with our talented team and community partners to support thoughtful development and enhance the quality of life for all Napa residents."
The City is also exploring a potential name change for the department to better reflect its expanded scope, with more details to come.
