City of Norman awarded $11 million federal grant for 24th Avenue NE improvements

October 12, 2026

The City of Norman has been selected to receive $11 million in federal funding through the U.S. Department of Transportation's Infrastructure for Rebuilding America (INFRA) grant program to support improvements along 24th Avenue NE. The City of Norman is one of only 12 grant recipients nationwide.

The project will reconstruct approximately 1.79 miles of 24th Avenue NE just south of Rock Creek Road to Tecumseh Road, improving roadway safety, drainage and traffic operations along the corridor. Planned improvements include converting the existing two-lane rural roadway into a three-lane corridor with a center two-way left-turn lane, replacing an aging drainage structure with a modern reinforced concrete box crossing, upgrading drainage infrastructure and installing traffic signals.

"These improvements represent an important investment in Norman's transportation infrastructure," said Public Works Director Scott Sturtz. "Federal funding will help advance critical roadway improvements that support safer travel, improve traffic operations and meet the needs of our growing community."

The project was selected for an INFRA Fiscal Year 2026 Track 1 grant, with funding assigned from Fiscal Year 2024 allocations. The grant award is subject to completion of federal requirements and execution of a grant agreement with the U.S. Department of Transportation. Federal funds must be obligated by Sept. 30, 2027. Public Works officials estimate a construction start time of 2028, following applicable environmental and acquisition processes. In total, the project is estimated to cost $19 million; costs not covered by grant dollars for this improvement project will be paid for by supplemental funding from city bond initiatives.

Updates to this project will be made available for the community at Normanok.gov.
