Rep. Humphrey Celebrates Final Passage of HB 268, Expanding Employment Opportunities for Returning Citizens

COLUMBUS - State Rep. Latyna M. Humphrey (D-Columbus) yesterday celebrated the final passage of House Bill (HB) 268 from the Ohio Senate with a final vote of 31-0.

"This legislation is about creating real opportunities for people who are working to rebuild their lives," said Rep. Humphrey. "I am proud to see House Bill 268 receive unanimous support in both the Ohio House and Senate, demonstrating a shared understanding that successful reentry benefits all of us. For too long, unnecessary barriers have prevented qualified individuals from accessing employment and providing for themselves and their families. This bill will have a meaningful impact on countless Ohioans by helping them enter the workforce sooner, strengthen their financial stability, and become active contributors to their communities. When we invest in second chances, we invest in stronger families, safer neighborhoods, and a more prosperous Ohio."

House Bill 268 modifies the waiting period for individuals with felony convictions to apply for a Certificate of Qualification for Employment (CQE), a certificate that helps individuals overcome certain legal barriers to employment and occupational licensing.

Under current law, individuals must wait one year after completing all community control or probation requirements before applying for a CQE. HB 268 allows individuals to apply one year after their release from incarceration, even if they remain under supervision. This change aligns the CQE process with the Certificate of Qualification for Housing (CQH), legislation Rep. Humphrey co-sponsored during the 135th General Assembly to expand access to stable housing for returning citizens.

The legislation received overwhelming bipartisan support throughout the legislative process, reflecting a shared commitment to reducing recidivism and creating pathways to employment and economic stability.

House Bill 268 now heads to the governor's desk.
