The Ministry affirms that the report exposes the crimes of the Israeli occupation regime against the Palestinian people, particularly Palestinian prisoners, amid a clear absence of international accountability.
The Ministry notes that the report, based on extensive monitoring and documentation, reveals inhumane practices and crimes committed by Israeli occupation authorities against Palestinian prisoners unlawfully held in Israeli detention centers and prisons. These acts constitute a form of widespread collective punishment. The report relies on hundreds of testimonies exposing the severity of physical and psychological abuses endured by prisoners, amounting to systematic torture and collective retaliation with destructive intent against the Palestinian people. These violations have escalated significantly since October 2023.
The report further highlights that brutal beatings, sexual violence and rape, lethal mistreatment, starvation, and the systematic deprivation of the most basic necessities of life have left deep and lasting scars on the bodies and minds of tens of thousands of Palestinians and their families. Torture has become an integral tool of Israeli control over men, women, and children, used both during detention and as part of an ongoing campaign involving forced displacement, mass killing, deprivation, and the destruction of all means of life, aimed at inflicting long-term collective suffering.
The Ministry stresses that the ongoing crimes committed by the Israeli occupation against the Palestinian people are part of an unlawful system of domination and oppression that denies the Palestinian people their right to self-determination. These crimes reflect the structural nature of the occupation and its persistence in committing violations despite international pressure and United Nations resolutions. This includes widespread arbitrary arrests, systematic torture, land confiscation, demolition of homes and facilities, forced displacement, and escalating settler violence under the protection of occupation forces, all occurring in the absence of accountability and amid a prevailing culture of impunity.
The Ministry calls on the international community to fulfill its responsibilities by providing immediate protection to the Palestinian people, especially prisoners and all those subjected to torture and acts of genocide. It urges increased pressure on Israeli authorities to cease their crimes, release all prisoners, and take immediate action based on the report's findings to confront these documented violations in legal and diplomatic forums. The Ministry also calls for concrete measures to end the crimes of the Israeli occupation, enforce respect for international law, and ensure accountability to prevent impunity.
