Bear Run and Camp Francis Johnson local road resurfacing (Lakeside)- Crews expect to begin a resurfacing project on several local roads in the Bear Run and Camp Francis Johnson neighborhoods in late July to early August. Drivers should anticipate daytime single-lane closures with flaggers once work begins. Work is expected to take 3-4 weeks to complete.

Ongoing County Projects

County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- Widen the roadway to four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks from CR 315B to US 17 and from CR 315 to south of Peters Creek Bridge. Drivers should expect single-lane closures, delays, and occasional weekend work through spring 2027. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents.

  • Update July 14, 2026 - Crews have completed the concrete island for the new right-turn lane just west of the railroad crossing and continue construction of the clay cut-off wall at Pond 2. Work is also underway to move clay material from Pond 2 to Pond 3, where it will be used for the clay liner installation. As of June 23, all work within the Florida Department of Transportation (FDOT) right-of-way at the US 17/CR 209 intersection has been completed. The traffic signal and ongoing maintenance of the intersection have been officially turned over to the FDOT contractor. The project remains on schedule.

County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project 3B (Lake Asbury)- Widening and realigning the east end of Sandridge Road (CR 739B) where it connects to County Road 209B, along with operational improvements at the County Road 209 and County Road 209B intersection to improve traffic flow and safety. Motorists should expect a 25 mph low-speed zone and day and nighttime single-lane closures in the work area. The project is anticipated to be completed in summer 2026.

  • Update July 14, 2026- Project #3B- Sandridge Road to CR 209B (connecting the east end of Project #4 through the roundabout): The project reached substantial completion on May 19 and is currently 83% paid, while the overall project schedule duration remains under dispute. The County and the contractor conducted the final inspection on June 15. While the project is nearing completion, it was not accepted at that time due to a small number of remaining repairs. The contractor is currently addressing sidewalk cracks and completing sod installation.

County Road 218, Bonded Transportation Program project #1 (Middleburg) - Widen and reconstruct a 2.7-mile roadway from Masters Road to Pine Tree Lane into four lanes with a median, turn lanes, curbs, gutters, sidewalks, and bike lanes, and resurface the road from Cosmos Avenue to Pine Tree Lane. Drivers should expect lane closures, traffic shifts, and a 25 mph speed limit throughout the work zone. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents. Project completion is expected in summer 2026.

  • Update July 14, 2026- Crews continued installing drainage structures, storm pipe, subbase and base materials, curbing, sidewalk, and median features along the north side of the project. The project schedule will be adjusted to account for additional time associated with utility conflicts and weather-related delays.

County Road 220 widening and reconstruction Phase 1 and Phase 2 projects (Middleburg/Lakeside) - Phase 1 work began in December 2024 and includes intersection improvements at Rideout Ferry Road. Phase 2 work began on January 20, 2025, and includes the construction of a new four-lane bridge over Little Black Creek. Both phases are expected to be completed in late 2026, with detours in place throughout the project. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents.

  • Update July 14, 2026: Construction on the CR 220 bridge replacement and four-lane widening project continues to progress on schedule. The CR 220 at Henley Road intersection is approximately 98% complete. Final punch list items for both FDOT and Clay County are underway, along with final traffic signal adjustments. The CR 220 bridge replacement and four-lane widening project, from Knight Boxx Road to Chief Ridaught Trail, remains on schedule. The new four-lane roadway between Joe Johns Road and Chief Ridaught Trail is complete and open to traffic. Final punch list work on the bridge is nearing completion, and the project remains on track for a mid-October 2026 bridge opening.

County Road 220 drainage repairs (Lakeside/Middleburg)- On June 29, crews began a drainage improvement project on County Road 220 between Knight Boxx Road and Legacy Farm Road. Motorists should expect a temporary traffic shift and barrier wall installation in the work zone. Construction is expected to take up to 60 days to complete. Please use caution when traveling through the area and allow extra travel time if needed.

County Road 315/ Cathedral Oak Parkway utility work (Green Cove Springs)- Anticipate daytime, single-lane closures on County Road 315 north to Cathedral Oak Parkway Monday through Saturday, from 9 a.m. to 6 p.m. for gas main installation work. We will update this notice when the work is complete.

Lakeview Street and Hilltop Street dirt road paving project (Keystone Heights) - Crews began paving Lakeview Street, Hilltop Street, and a portion of Southwest Pecan Street on June 1. The work includes base preparation, asphalt paving, driveway tie-ins, drainage improvements, signage, and pavement markings. Motorists should expect daytime single-lane closures during the work.

  • Update July 14, 2026- Maloy Grading Co. continues to make progress on the dirt road paving project. Coordination with the Clay County Utility Authority (CCUA) is ongoing, and minor field design adjustments may be necessary to accommodate utility work. The project remains on schedule and is expected to be completed by October 2026, weather permitting.

Radar Road new construction (Fleming Island) - Crews began construction on the new two-lane road connecting Radar Road to Town Center Boulevard at the existing roundabout on April 6. Drivers should anticipate daytime, single-lane closures and flaggers directing traffic for up to 390 days. Once completed, the project will provide a full connection from U.S. 17 to Town Center Boulevard and include bike lanes, curbs, gutters, and drainage improvements. A crosswalk is in place from the Fleming Island Library parking lot to the park entrance for pedestrians. Work begins on Town Center Blvd. at the traffic circle the week of July 20; please use caution as crews perform road construction in this area.

  • Update July 14, 2026- Construction activity within the existing roundabout will increase over the coming weeks. Motorists should expect an upcoming traffic shift and single-lane traffic through the roundabout for the next several weeks. Drivers are encouraged to slow down, follow posted construction signage, and use extra caution while traveling through the work zone. On the east side of the project, utility installation and roadway grading are ongoing. Access to the church and the adjacent apartment complex will remain open throughout this phase of construction. The project remains on schedule for substantial completion in June 2027.

Blanding Boulevard intersection improvements from South of Wells Road to the Ortega River (Orange Park)- FDOT began a project to redesign the intersection of Blanding Boulevard (State Road 21) and Wells Road on August 4. The project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, bridges, sidewalks/bicycle path, and other incidental construction. The $8 million project is scheduled for completion in fall 2026, weather and unforeseen circumstances permitting.

  • Blanding Boulevard (State Road 21) at Wells Road - Nighttime lane closures Sunday through Thursday from 8 p.m. to 6 a.m. for road work.
  • FDOT Update July 14, 2026- Construction began on August 4, 2025, and the current contract completion date is November 16, 2026. The project is 57.46% complete and has used 72.13% of the allotted contract time, indicating that work is currently behind the original schedule due to weather impacts. Current construction activities include erosion control, traffic maintenance, grading, paving, curb and gutter installation, roadway lighting, pavement striping, and subgrade improvements.

Blanding Boulevard (State Road 21) at Arora Boulevard (Bellair-Meadowbrook Terrace) -Nighttime lane closures Sunday through Thursday from 10:30 p.m. to 5:30 a.m. for road work.

Blanding Boulevard (State Road 21) at Edson Drive (Bellair-Meadowbrook Terrace)- Nighttime lane closures Sunday through Thursday from 10:30 p.m. to 5:30 a.m. for road work.

Blanding Boulevard (State Road 21) at Parkwood Drive (Bellair-Meadowbrook Terrace)- Nighttime lane closures Sunday through Thursday from 10:30 p.m. to 5:30 a.m. for road work.

State Road 16 resurfacing project from State Road 21 to U.S. 17 (Green Cove Springs/Penney Farms) - Anderson Columbia Co., Inc. was awarded the contract to complete this $10 million project, which includes milling and resurfacing, base work, shoulder and driveway treatment, drainage improvements, utility adjustments, curb and gutters, sidewalks, highway signing, guardrail, signalization, and other incidental construction. Work began on January 5, 2026, and project completion is expected in late 2026/early 2027, weather permitting.

  • Update July 14, 2026: Construction continues along the corridor from the First Coast Expressway to SR 21, with crews completing work in the area west of Penney Farms. Motorists should expect daily lane closures and periodic travel delays and are encouraged to use caution when traveling through the work zone. From Penney Farms to SR 16 in Green Cove Springs, roadway work requiring lane closures will be performed during nighttime hours to help minimize impacts to daytime traffic. The project remains on schedule for completion in late December 2026, weather and unforeseen conditions permitting.

U.S. 17 (State Road 15/Park Avenue) from Doctors Inlet to Wells Road resurfacing project (Orange Park) - Construction begins the week of May 25 on a $5.3 million resurfacing project along US 17 (Park Avenue) from Doctors Inlet to Wells Road in Orange Park. Work includes resurfacing, sidewalk and bridge improvements, traffic signals, guardrails, and signage upgrades. Overnight lane closures are expected during construction. The project is scheduled for completion in early 2027, weather permitting.

  • U.S. 17 from Holly Point Road East to Loring Avenue- Nighttime lane closures Sunday through Thursday from 7:30 p.m. to 5:30 a.m. for concrete and signal work.

U.S. 17 (S.R. 15) from Oak Street to Black Creek roadway improvements (Green Cove Springs) - This $12.2 million project, part of Green Cove Springs' Downtown Improvement Plan, will improve traffic flow and reduce congestion on U.S. 17 and CR 209. Key upgrades include new traffic signals, extended turn lanes, directional medians, and improved lighting. Work will be coordinated with Clay County's CR 209 widening project, with completion expected by late 2026.

  • U.S. 17 from Oak Street to Black Creek- Nighttime lane closures Sunday through Thursday from 6:30 p.m. to 6 a.m. for concrete and traffic signal work.
  • Update July 14, 2026- The contractor continues to remove the existing pedestrian signal poles and install new pedestrian signal poles throughout the project corridor. As each pole is replaced, crews are also installing new signal wiring. Nighttime concrete work is expected to resume this week at the intersection of Russell Road and US 17. Once that work is complete, the concrete crew will continue constructing the traffic separator in Green Cove Springs. Asphalt paving operations are anticipated to resume in mid-August.
