Joint Statement пїЅTowards a Eurasian Charter of Diversity and Multipolarity in the XXI centuryпїЅ

03 February 2026

We, the representatives of the Republic of Belarus, the Islamic Republic of Iran, the Democratic People's Republic of Korea, the Republic of the Union of Myanmar and the Russian Federation, agreed on the following joint statement.

We recall the idea to develop a Eurasian Charter of Diversity and Multipolarity in the XXI Century, first articulated at the First International Conference on Eurasian Security, held in Minsk in October 2023.

We take note of the initial objective of the initiative, which was stated as " a guidance for our own [Eurasian] consolidation and common progressive development."

We recall further the panel discussion on the Eurasian Charter, held in the framework of the Second and the Third International Conference on Eurasian Security, held in Minsk in 2024 and 2025, which featured relevant presentations and statements by representatives of a number of countries.

We take into account a document titled "Common Vision of a Eurasian Charter of Diversity and Multipolarity in the XXI Century", signed by the Ministers of Foreign Affairs of the Republic of Belarus and the Russian Federation in November 2024, whereby the two countries outlined, inter alia, their views of diversity and multipolarity, their assessment of Eurasia's importance and its global impact, their understanding of principles of a new equal and indivisible security architecture in Eurasia as well as their actions to realize the Common Vision.

We take note of information briefings on the Eurasian Charter organized jointly by the Republic of Belarus and the Russian Federation on various venues, including the United Nations Office in Geneva (February 2025) and the headquarters of the Shanghai Cooperation Organization (February 2025).

We take note with appreciation of the relevant public statements by the President of the Republic of Belarus and the President of the Russian Federation, in which the leaders expressed their support to the idea of the Eurasian Charter.

We agree to launch an inclusive consultative process on the Eurasian Charter in a Eurasian format with a view to discussing relevant substantive and procedural issues related to the idea to develop the Eurasian Charter of Diversity and Multipolarity in the XXI Century.

We further agree to review the results of the consultative process at a time and venue that will be identified by its participants in the future.
