Tennessee Announces New Senior Leadership

Adam Jarvis Named Deputy Commissioner

Adam Jarvis has been appointed Deputy Commissioner. In this role, he will oversee Administration, Benefits Administration, the Division of Accounts, the Office of Evidence and Impact and the Office of Inspector General. He succeeds Eugene Neubert, who plans to retire in early 2027 after more than 28 years of dedicated service to the State of Tennessee.

Jarvis brings more than a decade of experience in Tennessee state government and public-sector consulting. Before becoming Chief of Staff, he served as Assistant Commissioner of Administration. He previously served as Deputy Director and Senior Management Consultant with the Office of Customer Focused Government, where he led enterprise-wide initiatives across cabinet-level departments, and as Client Account Manager for Deloitte's Tennessee account.

Jarvis holds a bachelor's degree in public health and health services administration from East Tennessee State University. He is a graduate of LEAD Tennessee, the Accelerated Leadership Institute and the Tennessee Government Management Institute. A Tennessee native, he serves on the Board of Directors for the McNeilly Center for Children and the Leadership Tennessee NEXT Advisory Council and volunteers with Team Rubicon.

"He understands both the day-to-day work of the department and the broader responsibilities of enterprise leadership. I am confident he will serve F&A and the people of Tennessee exceptionally well as Deputy Commissioner."

Neubert has served the State of Tennessee since 1998, including leadership roles with the Department of Commerce and Insurance and the Department of Health. During his time with F&A, he has provided steady executive leadership, helped guide complex operational and enterprise decisions, and brought deep knowledge of state government to the department's work. He will remain with F&A during the transition to support continuity and ensure a smooth transfer of knowledge and responsibilities.
