The interdepartmental working group was established pursuant to the order of the President of the Russian Federation dated December 8, 2025, with the objective of ensuring effective cooperation between federal and regional government agencies, development institutions, and other organisations in the implementation of state policy concerning the preservation, use, and promotion of cultural heritage sites of the peoples of Russia that are in unsatisfactory condition.
The head of state has set the goal that, by 2030, with the involvement of DOM.RF, no fewer than one thousand cultural heritage sites are to be restored to a satisfactory condition.
Since 2026, a preferential lending programme for projects aimed at preserving cultural heritage sites that are in unsatisfactory condition has been in operation across the entire territory of the Russian Federation.
To facilitate monitoring and inform both potential investors and the public about cultural heritage sites that are in unsatisfactory condition, a unified digital resource has been developed that contains information on more than two thousand such sites, including data on their technical condition and forthcoming auctions.
The meeting of the interdepartmental working group examined approaches to improve the terms of the preferential lending programme for such projects, as well as integrating the support and oversight mechanism for investment projects aimed at preserving cultural heritage sites into a unified system.
