To the Members of the U.S. House of Representatives:

The U.S. Chamber of Commerce strongly urges Congress to approve H.R. 7567, the bipartisan Farm, Food, and National Security Act of 2026.

Passing the Farm Bill provides the certainty needed for the full agriculture value chain-from inputs to exports-reducing risk, unlocking private investment, sustaining rural employment, and delivering broad-based economic growth. The Chamber's recent research highlights that Farm Bill programs are a cornerstone of main street economies nationwide.[1] In 2023 agriculture, food, and related industries contributed approximately $1.53 trillion to the U.S. economy, including more than $175 billion in exports, nearly 10% of all goods exported. To meet the Chamber's goal of achieving a sustained level of at least 3% real economic growth, a strong and growing agriculture and food sector is essential. [2]

We appreciate the bill's inclusion of several Chamber priorities, including:

  • Ensure federal preemption of conflicting state standards, including uniform pesticide labeling and the free movement of livestock-derived products in interstate commerce. A patchwork of state requirements presents barriers to innovation and growth. We also appreciate that this legislation would rein in states from regulating agricultural production beyond their borders.
  • Catalyze innovation through precision agriculture; investments in renewable feedstocks; cybersecurity protections for agriculture facilities; research in technologies such as artificial intelligence, digital twins, and soil health; and added pathways for private-sector conservation technical assistance (e.g., language from the PRECISE Act and the Promoting Precision Agriculture Act).
  • Invest in rural infrastructure to address broadband, energy, housing, and water needs, including programs such as the Healthy H2O Act that would improve access to water quality technologies for rural households.
  • Promote U.S. and global food security by strengthening competitiveness, exports, and trade through expanding agriculture trade promotion and facilitation, commodity storage, and supply chain support that would help stabilize global and domestic food supplies.

The U.S. business community stands ready to work with Congress to advance this vital legislation. We urge you to pass H.R. 7567 when it comes to the floor later this week.
