Congressman Moylan Advances More Than $5 Million For Guam, Strengthens Support For Local Farmers in House-Passed Fy2027 Agriculture Bill

(Washington D.C.) - Guam could receive more than $5 million in federal investments for healthcare, public safety, and law enforcement projects after the U.S. House of Representatives passed the Fiscal Year 2027 Agriculture Appropriations Bill containing funding requests submitted by Congressman James Moylan.

The funding proposals would support critical infrastructure improvements across the island, including upgrades to Guam Memorial Hospital, enhanced emergency response capabilities for the Guam Fire Department, and improvements to Guam's forensic science and DNA laboratory capabilities. These investments build upon the success of last year's appropriations process, which delivered millions of dollars in federal funding for public safety, healthcare, and housing assistance projects throughout Guam.

The largest proposed investment in this year's bill for Guam is $1.76 million for structural stabilization and emergency access restoration work at Guam Memorial Hospital Authority's Z-Wing.

"I want to thank Senator Sabrina Salas Matanane for her partnership and for providing letters of support that helped strengthen this request, as well as Dr. Joleen Aguon and the Guam Memorial Hospital Authority team for their critical collaboration throughout the entire application process," said Congressman Moylan.

"Whether it's improving emergency response, strengthening public safety, or supporting critical healthcare infrastructure, these are investments that will directly benefit the people of Guam," added Moylan."Every project included in this bill reflects a need identified here at home, and I will continue fighting to bring federal resources back to our island to improve quality of life and support our growing community."

The bill includes funding for:

  • Guam Memorial Hospital Authority: Z-Wing Structural Stabilization and Emergency Access Restoration ($1,760,000)
  • Guam Fire Department: Maritime Rescue Response Package ($900,000)
  • Guam Police Department: Guam Forensic Science Laboratory HVAC Replacement Project ($900,000)
  • Guam Police Department: Guam Forensic DNA Laboratory Operational Implementation ($800,000)
  • Guam Department of Public Health and Social Services: Mobile Hygiene Facility ($600,000)
  • Guam Fire Department: Inland Rescue Response Package ($195,000)

In addition to the funding proposals, the committee report includes several Guam-focused policy provisions aimed at strengthening local agriculture and food security.

Among the most significant provisions is language encouraging the U.S. Department of Agriculture to designate Guam's Rural Development Office as the regional representative office serving Guam, the Commonwealth of the Northern Mariana Islands, American Samoa, and the Freely Associated States. The designation would position Guam as a regional hub for rural development initiatives throughout the Western Pacific.

The committee report also includes language supporting increased local food purchasing through federal nutrition and food assistance programs, creating new opportunities for Guam farmers and producers while helping reduce the island's dependence on imported food.

The bill now moves to the Senate for further consideration as Congress continues work on Fiscal Year 2027 appropriations legislation.
