Insurance Department Announces Date of Public Informational Meeting for 2027 Health Insurance Rate Request Filings. The meeting will be held in person and virtually.

HARTFORD, CT - The Connecticut Insurance Department (CID) will hold a hybrid public informational meeting on Wednesday, August 26, 2026, regarding the 2027 health insurance rate filings submitted by health insurers. The requested rates apply to individual and small group plans offered both on and off the state-sponsored exchange, Access Health CT.

The meeting will include presentations from the insurance companies on the requested rate changes. CID, along with other state agencies, executive officers, and elected officials, will then have an opportunity to ask questions. After these discussions, the meeting will open for public comment.

The meeting will be held in person and virtually.

The public may submit written comments and/or provide oral comments during a dedicated public comment portion of the meeting.

Speak at the Public Meeting: Members of the public may provide oral comments either virtually or in person. Oral comments will be limited to three minutes per speaker to accommodate all those who wish to participate.

• Virtual Speakers: Registration is required to speak via Zoom. To register, email [email protected] by 5:00 PM on Monday, August 24, 2026. Please include your full name, organization (if applicable), and attach any written remarks you wish to provide.
• In-Person Speakers: Individuals wishing to speak in person may sign up beginning at 8:30 AM on Wednesday, August 26, 2026, in Room 1D at the Legislative Office Building. The public comment portion of the session will take place early in the afternoon.

Submit Written Comments for the Public Informational Meeting: Anyone wishing to submit written comments regarding the rate filings should email comments to [email protected] by 5:00 PM on Monday, August 24, 2026.

Ongoing Public Comment Period: The online public comment period began on June 5, 2026, when the filings were posted online for public review and comment. CID encourages the public to submit comments in advance of the public meeting by 5:00 PM on Monday, August 24, 2026; however, the comment period will remain open until the final rates are approved by CID.
