Digital Twin for the Reconstruction of Ukraine

A Digital Twin for Reconstruction generates 3D virtual replicas of cities to track urban planning projects, ensure transparency and accountability.

Bringing benefits to society through leveraging our expertise on development and deployment of trustworthy AI for communities. An innovative solution, building on EU expertise in AI for urban planning, to optimise spend and execution for each phase of reconstruction projects. Artificial Intelligence can optimise the planning of cities and communities to improve lives and tackle some of the world's toughest challenges.

By generating 3D virtual replicas of cities, AI models will help public authorities define reconstruction plans, enhance urban planning, and precisely quantify budgetary needs. The European AI Office is developing these technologies to address the urgent needs of countries such as Ukraine.

This Digital Twin for Reconstruction will enable transparent and efficient planning and spending, providing greater certainty on public spending and reducing the risk of fraud. By using data sources such as satellite images, AI models will assess building damage and create a 3D virtual replica of the city, a "Digital Twin".

This "Digital Twin" equips decision-makers and urban planners with advanced AI models to track projects throughout the urban planning cycle. Citizens will be able to participate and give their views on the preferred reconstruction proposal by accessing the virtual replica through enhanced and immersive reality. AI will then translate these reconstruction proposals into precise cost estimates, based on several factors like level of damage, materials and type of buildings. The solution supports monitoring of reconstruction projects, ensures transparency, and strengthens accountability for donors and citizens alike.
