2026 Picture Hillsboro & Permanent Collection Awards Announced

The City of Hillsboro is proud to announce the winners for the 2026 Picture Hillsboro and Permanent Collection Awards!

The two annual awards support local artists, while bringing new artworks into the City's Public Art Collection, which is displayed in public facilities for the community, employees, partners, and visitors to enjoy.

The 2026 call to artists invited submissions celebrating Hillsboro's past, present, and future in honor of the City's 150th Anniversary. Artists were encouraged, but not required, to explore this theme. Applications were accepted from January through June, and finalist artworks are on display at the Hillsboro Civic Center through October 30.

2026 Picture Hillsboro: About the Artwork, Artist & Award

Regional oil painter Tetiana Dmitrichuk has been awarded the 2026 Picture Hillsboro Award for Sunlit Hillsboro, a painting that celebrates a sun-filled summer day outside the Tom Hughes Civic Center Plaza.

Started during a plein-air event in Downtown Hillsboro and completed in her studio, the painting captures warm sunlight, reflections on the Civic Center, and families enjoying the public space around the fountain.

Born in Ukraine, Tetiana began painting in 2023 and has studied with nationally recognized artists through workshops and online instruction. Her work includes plein-air landscapes, figurative paintings, portraits, and still life, drawing inspiration from light, color, everyday life, and her Ukrainian heritage. She has exhibited throughout Oregon and earned several awards in 2026, including First Place, People's Choice, and recognition in plein-air competitions. She continues to develop her expressive, impressionistic style.

The Picture Hillsboro Award seeks artwork that depicts the people, places, and things of Hillsboro. The selected artist receives a $1,000 commission for the purchase and reproduction rights of their artwork. Limited edition archival reproductions will be created and presented as gifts to dignitaries visiting Hillsboro and during official City trips throughout the world.

2026 Permanent Collection: About the Artwork, Artist & Award

Hillsboro artist Egor Shokoladov has received the 2026 Permanent Collection Award for From Line to Line, which depicts a boat traveling through a divided landscape shaped by dense, linear textures. The piece explores movement, perception, and shifting boundaries, using line to guide viewers through the scene.

Born in Grodno, Belarus, Egor earned an MFA in Visual Arts from Yanka Kupala State University. He works in graphic art and traditional printmaking while experimenting with mixed media and materials. His works are held in galleries, museums, and private collections across Europe, Asia, and the United States.

Since moving to the United States in 2020, Egor has presented solo exhibitions in Washington and participated in more than 100 juried and group exhibitions and art fairs in the United States and internationally. His public art commissions include projects in Washington and Oregon, including a mural in Hillsboro. He has received multiple People's Choice Awards and jury prizes and is a member of the California Society of Printmakers and the Society of American Graphic Artists.

The Permanent Collection Award is selected by a community-based committee and original artwork can be purchased for up to $1,000 and to be added to the City's Public Art Collection. The purpose of this award is to highlight artists living and working in Hillsboro, especially those that create in styles that may not fit within the parameters of the Picture Hillsboro award.
