Advancing digitalization in the port of Dar es Salaam

A needs assessment mission led by IMO in the United Republic of Tanzania is assessing the country's current port situation and laying the groundwork to set up a Maritime Single Window (MSW) system in the Port of Dar es Salaam.

The Maritime Single Window is a one-stop digital platform designed to streamline communication among all the different stakeholders and agencies involved in the arrival, stay and departure of ships. By consolidating information exchange into a single interface, the system is expected to significantly reduce time and costs associated with port procedures.

Since 1 January 2024, it is mandatory for all IMO Member States to establish MSW systems in ports to enhance the efficiency of shipping worldwide.

The needs assessment mission (23-27 March 2026) is being conducted by IMO consultants in collaboration with the Ministry of Transport of the United Republic of Tanzania, the Tanzania Shipping Agencies Corporation (TASAC), relevant Ministries and other public bodies, including the Tanzania Revenue Authority, Port Health Service, the Border Police and Immigration Service, as well as private-sector stakeholders such as shipping lines, agents, and terminal operators. The mission will conclude with a meeting with TASAC to review and validate the findings.

A comprehensive mission report will be produced to guide the development of the MSW in the United Republic of Tanzania. It will include findings, analyses and recommendations for the deployment of the MSW, according to IMO principles and guidance, as well as the development of related IT tools.

The report will also support stakeholder mapping and providee clear directions for efficient and successful implementation of the MSW.

This activity is delivered through IMO's Integrated Technical Cooperation Programme (ITCP) in close collaboration with the Ministry of Transport of the United Republic of Tanzania, and the Tanzania Shipping Agencies Corporation.
