Conclusions Paper: Developing Effective Strategic Communications Campaigns and Strengthening International Collaboration

The Strategic Communications Meeting on 26 November brought together EU institutions, Member States, international organisations, civil society, academia, and private-sector experts to discuss how strategic communications can better address evolving challenges in the prevention and countering of violent extremism (P/CVE).

Violent extremism and radicalisation continue to pose serious and persistent security challenges across Europe, threatening public safety, fundamental rights and social cohesion. The threat has become increasingly complex, with digital technologies and social media accelerating the spread of harmful narratives, misinformation, disinformation, and hate speech that can legitimise extremist ideologies and fuel violent behaviour. These risks are compounded by foreign
information manipulation, hybrid threats, and cyberattacks, all of which aim to disrupt and destabilise European societies. Addressing this evolving landscape requires a long-term, multilevel approach grounded in strong cooperation among governments, practitioners, researchers, and civil society to design and deliver effective strategic communications for preventing and countering violent extremism.
