Assemblymember Alvarez’s Cleaner Cheaper Fuel Blend Act Heads to Governor’s Desk

Sacramento, CA - Assemblymember David Alvarez (D-San Diego) announced today that Assembly Bill 30, the Cleaner Cheaper Fuel Blend Act, co-authored with Assemblymember Heath Flora (R-Ripon) and sponsored by the California Problem Solvers Caucus, has passed the State Senate with unanimous support and now heads to Governor Newsom's desk.


This bill allows for the immediate sale of E15 blend of gasoline in California. E15 is a cleaner, more affordable transportation fuel option already approved by the U.S. Environmental Protection Agency (EPA) and in use in 49 other states.


"California's regulatory agencies have reviewed the E15 gasoline blend for nearly 8 years and has yet to issue any rulings. This unnecessary holdup has prevented consumers from accessing a cleaner, more affordable fuel option that's already approved everywhere else in the country," said Assemblymember Alvarez. "AB 30 sends a clear message: Californians cannot afford to wait while bureaucracy stalls progress. This bill will provide economic benefits to Californians who are struggling with high fuel prices and I hope Governor Newsom will sign this bill into law for immediate enactment."


The California Air Resources Board (CARB) has been studying the impacts of E15 since 2018. Its own multimedia evaluation, completed in 2022, reported favorable environmental and public health outcomes. However, regulatory approval has remained stalled. AB 30 addresses this delay by declaring E15 legal for sale immediately upon the Governor's signature.


According to studies done by UC Berkeley and U.S. Naval Academy, approving E15 could save California drivers up to 20 cents per gallon of gas, while also reducing climate and air quality impacts. AB 30 is supported by a broad coalition of stakeholders, including the Problem Solvers Caucus, CalPACE, California LULAC, and several veteran and multicultural business organizations.
If signed by Governor Newsom, AB 30 will take effect immediately.
