Commission to launch Digital Commons EDIC to support sovereign European digital infrastructure and technology

The European Commission today adopted a decision establishing the Digital Commons European Digital Infrastructure Consortium (DC-EDIC), a new instrument enabling Member States to jointly develop, deploy and operate cross-border digital infrastructures with dedicated governance and legal personality.

DC-EDIC will have its statutory seat in Paris. It brings together France, Germany, the Netherlands and Italy as founding members. Other Member States will be able to join at any time under fair and reasonable terms.

Background and what DC-EDIC will do

Europe's reliance on imported digital infrastructures and technologies creates vulnerabilities for its economy and democracy. Therefore a strategic priority for Europe is to strengthen open, interoperable and sovereign alternatives.

DC-EDIC's task is to implement a Multi-Country Project on Digital Commons in the areas of European common data infrastructure and services and connected public administration. It will pool Member State resources and coordinate with communities to develop, maintain and scale digital commons and facilitate their uptake. Core actions include:

  • Building a European community of public, private and civic stakeholders
  • Facilitating access to funding, including via a physical and online one-stop-shop and expertise hub
  • Offering legal and technical support for maintenance and scaling
  • Providing policy advice and awareness-raising
  • Coordinating and participating in concrete multi-country projects anchored in digital commons.

How it will work in practice

The Assembly of Members will adopt an implementation strategy, supported during the start-up by an Ad Hoc Implementation Strategy Committee. A director oversees day-to-day management and stakeholder coordination and an Advisory Board may adopt strategic orientations, supported by working groups as needed. Access to DC-EDIC infrastructures and activities is open, transparent and non-discriminatory, including testing and experimentation facilities.

Key features, expected outcomes and next steps

To maximise reuse and transparency, any jointly developed software is by default released under Free and Open-Source licences. Procurement will follow non-discrimination principles, and the data policy mandates GDPR-compliant practices, including arrangements for investigating security breaches. Coming milestones planned include the official recruitment of the Director and founding team, and launch of a DEP support project. By 2027, DC-EDIC will deliver a One-Stop-Shop and Expertise Hub, plus a Digital Commons Forum and Award, and an annual State of the Digital Commons report. The EDIC is planned to be officially launched in December 2025.

DC-EDIC opens a new chapter for Europe's digital future - helping administrations, businesses and citizens benefit from trustworthy, interoperable and reusable digital building blocks developed in and for Europe.
